이 논문은 아시아 교정포럼과 서울지방교정청이 공동주최한 「제13차 아시아 교정포럼 공동학술대회」에서 필자가 발표한 내용과 토론 등을 재정리한 것 임. 1. 현재 교정시설에서 년간 약 3700여명의 수형자가 48개 직종의 직업훈련교육을 받고 있다. 직업훈련의 목적은 수형자가 출소 후 생업수단으로 활용하여 재범을 방지하고 사회방위를 실현하기 위하여 실시하고 있으나 교정시설에서 배운 기술이 사회에서 활용되기에는 많은 어려움이 있음. 그 이유로서는 일반사회에서 요구하는 기술과 교정시설에서 가르치는 기술 사이에 괴리감이 존재하고 있고, 또한 지나치게 정형화된 직업훈련시스템으로 인해 실용적 기술교육이 이루어지기 힘들기 때문이다. 2. 대책의 일환으로 현재의 직업훈련시스템을 IT 등 고급기술에서 아날로그적 기술교육(건축, 목공, 봉제, 원예 등)으로 바꿀 필요가 있다. 일반사회에서 전과자라는 핸디캡을 안고 있는 출소자에게 고급직종의 직업을 얻기에는 장애가 많기 때문이다. 또한 기업과의 연계를 통한 맞춤형 직업훈련, 기간· 종목 등 과정의 다양화를 통해 기회를 넓혀 줄 필요가 있다. 아울러 건전한 직업인으로 살아갈 수 있도록 인성교육을 강화할 필요가 있다.
Abstract
This paper summarize the ideas of writer's previous presentation and study for 「The 13th Asian Forum for Corrections - Seoul Regional Corrections Headquarters symposium」 1. Approximately 3,700 inmates are under the training in the vocational education system for 48 different kinds of occupations at the current correctional facilities. The purpose of the vocational education is to provide the inmates vocational skills and to prevent them from committing further crimes thus to protect the society; however, it is hard to get employed with the skills learned at the facilities. It is because there is a disparity between the skills needed out in the society and the ones taught at the facilities, and overly standardized vocational education system is impeding training on more practical skills. 2. One of the solutions is changing high technology training such as IT into more practical vocational areas such as architecture, carpentry, sewing, and horticulture. It may be difficult for an ex-convict to attain a high-tech job in contemporary society. More opportunities need to be provided to the inmates through individualized skill training coordinated with perspective employers and various courses for training period in many subjects. At the same time, in order to help the ex-convicts achieve a rewarding professional life, a greater focus on character building education should be provided.
