성과기반군수지원(PBL)은 한국군의 주요 장비 유지 정책 중 하나로, 2010년 도입 이래 지속적으로 확대되어왔다. 향후 첨단 무기체계의 도입과 병력감축 등 군수지원환경 변화에 따라 PBL은 더욱 늘어날 것으로 전망된다. 한국군 PBL에서 기대되는 주요한 성과는 장비가동률 유지이다. 이에 본 연구는 가동률과 연계한 PBL 비용분석방안 제시를 목표로 하였다. 이 과정에서 한국군 PBL 사업비의 가장 큰 비중을 차지하며, 가동률에 직접적인 영향을 미치는 수리부속비에 초점을 두었다.
Abstract
Performance-Based Logistics (PBL) is one of the main equipment maintenance policies of the ROK military and has continued to expand since its introduction in 2010. In the future, more PBL projects are expected to be launched due to changes in the military support environment, such as the introduction of advanced weapons systems and troop reduction. A major achievement expected in the ROK military PBL is the maintenance of equipment availability. With this in consideration, this study aims to suggest a PBL cost analysis methodology associated with the availability. In this process, the focus is on the parts-related costs since it accounts for the largest proportion of the ROK military’s PBL project expenditures and directly affect the availability of the weapons systems.
