한국은 짧은 기간 동안 세계에 유래 없는 경제적, 사회적 발전을 이루기 위해 다양한 변화를 시도해 왔고, 경찰 또한 민중의 지팡이로서의 역할을 다하고자 지속적으로 노력해왔다. 그만큼 경찰에 대한 시민들의 신뢰 수준에도 유의미한 변화가 있었을 것이다. 따라서 본 연구에서는 우리나라 경찰의 발전 역사를 살펴보고, 이에 따른 시민들의 경찰 신뢰도 변화에 대하여 알아보고자 하였다. 이를 위해 세계가치조사 (World Values Survey) 연구의 1982년, 1990년, 1996년, 2001년, 2005년, 그리고 2010년도 자료를 이용하여 먼저 각 시대의 전체 시민들의 경찰에 대한 신뢰도 평균을 측정하여 시대의 흐름과 우리 사회의 민주주의 발전 정도에 따라 과연 실제로 경찰에 대한 국민들의 신뢰도가 증가하였는지 살펴보았다. 더 나아가 보다 구체적으로 일원분산분석을 통해 세대효과 (Cohort Effect), 나이 듦 효과 (Aging Effect), 시대효과 (Period Effect)에 따라 경찰에 대한 신뢰도가 변화하는 것인지에 대해서도 연구해보고자 하였다. 분석결과, 1980년, 1990년대 초반과 2010년도의 신뢰도 평균들이 1990년대 중반부터 2000년대 중반까지의 평균들보다 높아서 아래로 볼록한 포물선 형태의 분포를 보여주었다. 이는 경찰에 대한 신뢰도가 민주주의 정도와 곡선형의 관계를 갖는다는 기존의 선행연구와 일치하는 결과이다. 또한 세대효과 검증에서는 연령대가 높아질수록 경찰 신뢰도가 증가하는 것을 발견하였고, 나이효과 검증에서는 90년도에 20대들이 2001년도 30대를 거쳐 2010년도에 40대가 되었을 때 갑자기 신뢰도가 증가하는 것을 발견하였다. 그리고 시대효과의 경우, 특히 1990년, 2001년, 2010년의 20대들의 경찰 신뢰도 평균비교에서 2001년도가 가장 낮게 나와서 민주주의 과도기인 2001년도에 시대 효과가 있었음을 알 수 있었다.
Abstract
South Korea has made various changes achieving a lot of economic and social development, and witnessed the unprecedented success in the world in short period. The police also has consistently tried to play its role as a guardian of the society by satisfying public needs. Thus, we are sure to say that the public confidence in the police might have significantly increased. The purpose of this study is to examine the changes in confidence in the police for several decades. For this purpose, this paper used World Values Survey's 1982, 1990, 1996, 2001, 2005, and 2010 data. First, we measured each period's average of the public confidence in the police in order to examine whether confidence in the Police actually improved as time passed and the democracy developed in our society. More specifically, we utilized one-way ANOVA to check significant difference in public confidence in the police focusing on cohort effect, aging effect, and period effect. The result showed that the averages of confidence in the police in the early 1980s, 1990s, and 2010s are higher than those of mid-1990s and mid-2000s. This result showed that the degree of democracy and the public confidence in the police have curvilinear relationships. In addition, the result showed that the higher age group showed more confidence in the police in the cohort effect. For Aging effect, age group which reach 40s in 2010 showed sudden increase in the public confidence in the police in 2010 compared to their 20s, 30s, and showed the lowest average of confidence in the police in 2001.
