우수한 신규 운전자 배출을 위한 운전면허 학과시험제도 개선방안 연구

Abstract

Since 1991, the number of road traffic accident fatalities in Korea has been gradually decreased. But if it is converted into the number of fatalities per 100,000 population, the 2015 statistics shows that Korea the number is still the lowest level among the nations of OECD organization. Therefore, the governmental efforts to reduce road traffic accidents are very urgent. Earlier this year (2018.2), the Korean President, Moon Jae-in announced that the number of road traffic fatalities should be further reduced in the next five years. In general, the causes of road traffic accidents could be divided into three factors: Human, Road-environment, and Vehicle. However, experts claim that nearly 95 percent of accidents are attributable to [human factors]. Thus, there is an urgent need to improve [human factors] in order to reduce the number of road traffic fatalities for the purpose of reaching to the level of developed countries in OECD. This article particularly reviews the problem of current [Driving License Written Test System] and makes some suggestions to improve driving capacities of newly licensed drivers, because experience shows that it is very important to have sufficient knowledge of regulations on road traffic to comply with law. In this study, the correlation between [Passing Examination Scores] and [The Number of Road Traffic Accident fatalities] is statistical analyzed. Research on the comparative method and survey of [The Appropriate Criteria for Passing Scores] and [Setting the Limit of Examination Period for Those Who Failed the Written Test] are conducted in comparison with the developed countries. As a result, this article propose the following policy directions. First, the minimum point for passing the driving license written test shall be raised up to [90 points] regardless of class type 1 or 2. Second, for those who failed the written test, [3 days] of limit period in retaking the test shall be made before reapplying of test. Third, after completing the written test close down, if that examinee would like to know his wrong answers, [Confirm & Review System of One’s Wrong Answers] has to be established.
