이 연구에서는 2006년부터 아동 성폭력 발생률이 급속히 증가하고 있는 강원도 아동 성폭력 피해자의 실태와 피해발생 원인을 분석하고 문제를 파악하여 범죄예방을 할 수 있는 경찰의 예방 전략을 제시하였다. 아동은 면식범에게 단독주택에서 성폭력을 주로 당하였다. 이에 대한 예방 전략으로는 가정, 학교, 사회의 역할이 중요하다. 여성가족부에서 교육용으로 만든 매뉴얼 등을 통해 부모에 대한 교육 및 홍보가 필요하다. 학교에서는 성교육 프로그램을 통해 아동 성폭력 예방을 위해 노력하고 있으나 좀 더 실질적인 예방교육이 될 수 있도록 노력해야 할 것이다. 사회에서는 경찰과 자치단체 그리고 민간단체의 네트워크 형성이 중요하다고 볼 수 있다. 아동 성폭력 예방을 위해서는 자치단체를 중심으로 범죄예방을 위한 교육 홍보의 강화 및 위탁사업자 및 민간단체 등 참여 단체에 대한 적절한 역할 조율이 필요하고, 피해자 발생시 1366을 통한 ONE-STOP지원센터, 해바라기 아동센터 등의 지원 및 관리를 효율적으로 해야 하며, 경찰은 자치단체와 협력하여 범죄예방활동 및 범인검거를 위한 신속한 대응태세를 갖추는 것이 중요하다. 이런 네트워크가 완성되면 도내 경찰서 단위에도 도입할 수 있을 것이다.
Abstract
This study analyzed the actual conditions about the increasing rate of child sexual abuse cases in the Gangwon-do district since 2006, and suggested strategies for preventing child sexual abuse in Police. The strategies were developed through the consideration of the district characteristics and the actual conditions and causes of child sexual abuse victims in the Gangwon-do district. In results, child sexual abuse were committed by acquaintance of child victims and in detached houses. Thus, it can be said that the roles of family, school, and society are very important for preventive strategies against child sexual abuse. The Ministry of Gender Equality & Family should make efforts to educate and promote parents with educational manuals. Schools have had sex education classes but the effects are insufficient. Thus more practical preventive education should be developed and operated. In social dimension, the networks among local self-governments, police, and non-governmental organizations should be formed. In order to prevent child sexual abuse, self-governing bodies should promote educational programs for crime prevention, appropriately mediate among organizations such as consignment providers and non-governmental organizations, and efficiently administer such support-centers as the ONE-STOP support center by 1366 and the Sunflower Children Center. Police should prepare for crime prevention and criminal arrests in concurrence with the Gangwon-do. Such networks can be applied to Police Station unit under the Gangwon-do district.
