동북아 국가 간 경쟁적인 항만인프라 개발 및 물동량 유치를 위한 제로섬게임(zero-sum game)은 동북아 역내 항만공급의 과잉현상을 초래함으로써 귀중한 투자재원의 낭비를 초래할 가능성이 크다. 이에 본 연구는 역내 국가 간 경쟁적인 항만개발이라는 하드파워 경쟁을 지양하는 대신 동북아시아의 창조적 협력방안으로서 한·중·일·러 지역의 항만제휴를 구축함으로써 역내 효율적 자원배분 및 물류네트워크 형성을 도모하고 나아가 동북아 역내 국가들의 공동번영 방안을 제시하였다. 본 연구에서는 항만제휴의 세부추진방안으로 제1단계 전략적 제휴 대상 항만을 선정, 제2단계 항로개설 및 공동서비스 개발, 제3단계 보다 적극적인 항만제휴의 형태로서 경제적 파트너쉽의 구축, 제4단계 가장 강력한 항만제휴 전략이라고 볼 수 있는 항만간 통합 및 단일화 단계를 제시하였다.
Abstract
The main purpose of this study is to develop port alliance among the Northeast Asian countries as a creative regional cooperation instead of hard-power competition in port development. The phase-in scheme for the successful port alliance is as follows: first, necessity and consensus for port alliance in each port should be needed as a prerequisite, second phase covers identifying and selecting alliance partners based on market research, third phase covers planing, executing and managing the ongoing relationship among port alliance partners. And final phase covers evaluating the alliance performance. The expected effect of port alliance could be separated by actors. Port users benefit by speedy transport of cargoes and transshipment cost reduction from new established shipping route. Port authority benefit by creation of new cargoes and strength of bargaining power against shipping lines using joint marketing and common operation of terminal and distripark. In the government level, especially in Korea, reinforcement of hub port function in the region by strengthening shipping network and elimination of potential threats from rival ports could be major benefit from port alliance.
