현장 경찰공무원의 근무환경 사례분석 및 개선방안-수·형사 분야를 중심으로-

Abstract

This research is designed to analyse on the level of duty performance of the most police officers who provide security services for the public directly contacting with them at the front line through investigation into their working conditions & manners. Such analysis together with observation focused especially on the working environment, conditions, contents of the police officers belonging to investigational and criminal fields, and their behaviour and procedures in treating with civil petitions, types of civil petitioners, and their difficulties in the process of working & handling with civil petitions, and the necessity of the improvement in their working conditions, treatments and environment. To achieve such goals, researchers chose the participant observation as the research method by way of working with them in police uniforms. The working conditions from getting to work till getting off work of the police officers at the front line were divided for the analysis into qualitative /quantitative work, night overtime and stress-caused lack of sleep and fatigue, and their pressure for physical accidents during duty performances, and their habitual duty handling, etc. For the analysis on the procedures and behavior of the police officers at the front line in handling civil petitions, their difficulties due to the curses, loud voices or so of the rally organizers or suspects were looked into, as well as the analysis on the acceptance level of the civil petitions for the duty treatment of the police officers, on comparative analysis on the cases handling between the police stations and patrol division and then the changes of the civil petitions' behaviors after their deliberation into precinct offices from police stations. Efforts were made for more research with interests such as the grasp of the police officers' request for the improvement of internal police organization as well as their requests for the public.
