사회적 약자에 속하는 청소년을 위한 맞춤형 경찰활동이 최근에 제기된 학교폭력의 이슈와 더불어 관심을 받고 있다. 청소년 비행과 관련하여 경찰청의 다양한 맞춤형 경찰활동이 활발히 진행되고 있는 시점에서 본 연구는 청소년의 무단결석에 대응하는 미국의 맞춤형 경찰활동 중 한 사례에 대해 소개하고, 그 활동의 시행 전 후에 따라 무단결석 사례들의 결과에 변화가 있었는지 알아보았다. 미국 동남부에 위치한 중소 도시 중 한곳의 무단결석 사례 중 218개를 표본추출하여 로지스틱 회귀분석을 적용한 결과, 맞춤형 경찰활동 시행 이후에 긍정적인 결과를 보이는 사례들이 더 많은 것으로 나타났다. 우리나라도 경찰만의 노력보다는 여러 기관의 협력에 의한 복합적인 노력이 청소년의 비행에 효과적인 결과를 가져올 수 있을 것으로 보인다. 더불어, 실질적인 제도적/입법적 뒷받침이 있을 때 이러한 노력들이 더욱 빛을 발할 수 있을 것이다.
Abstract
Due to the recent happenings related to school violence, there has been an attention toward customized policing activities protecting juveniles in Korea. The Korean National Police Agency proposed a number of policies in order to deal with juvenile delinquency. The current study introduced a customized policing activity against truancy in the United States, and analyzed the sampled truancy cases as an attempt to observe if the activity influenced the outcome of the cases. The sample(n=218) was drawn from the juvenile court cases filed in a mid-sized southeastern jurisdiction in the U.S. The results of a logistic regression analysis indicated that there were more cases with positive outcomes than negative ones after implementing the customized policing activity. This implies that the KNPA should make a comprehensive effort of cooperation with other related agencies while responding to juvenile delinquency. In addition, these efforts should be followed by supports from legislature and policy makers for the best results.
