일반주택지역 CPTED 사업에 대한 범죄감소효과 평가: 서울 노원구 ‘일반주택 범죄제로화 사업’을 중심으로

본 연구는 서울 노원구에서 CPTED 사업의 일환으로 추진된 「일반주택 범죄제로화 사업」의 범죄감소효과를 평가하였다. 이를 위해, 노원경찰서의 협조로 범죄데이터가 수집되었으며, 사업이 추진된 24개 지역의 사업 전후 4개월간의 범죄(전체범죄, 살인, 강도, 성폭력, 절도, 침입절도, 폭력, 방화)가 대응표본 검정(Pairwise t-test) 등의 통계분석을 통해 분석되었다. 연구결과는 노원구의 「일반주택 범죄제로화 사업」은 전체범죄, 절도, 주거침입절도, 폭력에 범죄감소효과가 있으며, 그 효과는 특히 범죄발생건수가 상당수 이상(10건 이상) 되는 지역에서 더 크다는 것을 보여주었다. 이러한 연구결과는 몇 가지 정책적 제언을 시사한다. 첫째, 절도와 폭력이 문제되는 지역에서 이를 감소하기 위해 CPTED 사업이 적절한 대안이 될 수 있다. 둘째, CPTED 사업의 효율성을 높이기 위해서는 범죄가 적게 발생한 지역보다는 범죄가 많이 발생한 지역을 선정하여 추진할 필요가 있다.
Abstract
This study assessed the crime reduction effect of "Crime Zeroing Project" which was promoted as part of CPTED project in Nowon - gu, Seoul. To accomplish this, crime data were collected with cooperation of Nowon Police Station. Then pre-four month and post-four month crime incidents of eight kinds of crime (total crime, murder, robbery, sexual violence, theft and burglary, burglary, violence, arson) in 24 project areas were analyzed using pairwise t-test statistic and so on. The results of this study are as follows. Nowongu's "Crime Zeroing Project" has crime reduction effects on total crime, theft and burglary, burglary, and violence. Also, its effects are larger in areas where the number of crime incidents is more than 10. These findings suggest some policy recommendations. First, in areas where theft and violence are problematic, a CPTED project may be a viable strategy to solve the problem. Second, in order to increase the efficiency of the CPTED project, it is better to select the area where crime has occurred more frequently than the area where crime has rarely occurred.
