선사는 해상 운송비를 절감하기 위하여 선박의 크기를 대형화하고 있다. 선박이 점차 대형화됨에 따라 초대형 선박을 안전하게 서비스할 수 있는 항만시설장비 운영에 대한 전략적 개선 방안이 필요하다. 본 연구에서는 항만시설장비 이해관계자의 인터뷰와 문헌연구를 통해 운영 개선에 필요한 주요 요인을 도출하고, AHP 분석기법을 활용하여 요인들의 우선순위를 선정하였다. AHP 분석 결과 상위계층의 요인에서는 정책적 개선, 법제도 개선, 기술적 개선의 순으로 분석되었고, 전체 12개의 하위요인 중에는 오래된 항만시설장비의 안전관리시스템 및 검사제도 등의 전략이 가장 중요한 요인으로 분석되었다. 본 연구는 항만시설장비 운영 개선을 위한 전략 수립에 기초자료로 활용될 수 있다.
Abstract
Shipping companies are increasing the size of ships to reduce shipping costs. Domestic and overseas shipping companies are operating extra-large ships to achieve “economy of scale” to reduce transportation costs. As vessels become so size large, strategic improvement measures are needed for the operation of port facility equipment that can safely serve super-large vessels at ports. In this study, factors needed to improve operations were derived through interviews and literature studies of port facility equipment operation, and the priorities of factors were selected using AHP analysis method. As a result of the AHP analysis, the factors of the upper layer were analyzed in the order of policy improvement, legal system improvement, and technological improvement. Among the total 12 sub-factors, measures such as the safety management system and inspection system of old port facility equipment were analyzed as the most important factors. This study is expected to be utilized as basic data for improving the operation of port facility equipment.
