연안운송 활성화를 위한 Modal Shift정책 개발에 관한 연구

Abstract

The purpose of this paper is to introduce a modal shift policy to encourage coastal shipping for freight transport in Korea. Coastal shipping is an important and effective mode of transport minimising congestion and pollution, and reducing the number of accidents associated with freight movement. Korean government had introduced a few policy measures to promote the coastal shipping supporting coastal shipping companies but failed to do so because decision makers of freight movements i.e. shippers prefer to use road transport. Therefore it is important to develop a more effective policy measure to secure the carriage of goods by sea rather than by road. This paper will investigate Waterborne Freight Facilities Grant(WFFG) scheme available in U.K. as an Government assistance towards the capital cost of providing freight handling facilities to move goods by inland waterway or sea rather than road. According to survey in this paper it was found that WFFG is a useful policy to encourage waterborne traffic. This paper suggests a road map to introduce such a scheme in Korea.
