Abstract
This study investigates the perceptual differences between police officers and victims in determining emergency protective measures in stalking incidents. Utilizing 226 stalking emergency response checklists collected over a seven-month period in 2023 from a police station in Seoul, the research applied random forest and logistic regression analyses to identify key influencing factors. The findings revealed that “offender gender,” and “experience of threats or violence” were significant predictors of emergency response decisions for both police and victims. However, victims placed considerable emphasis on prior stalking reports, while police officers were less likely to consider such history as a decisive factor. These results indicate that police responses may tend to be more conservative compared to victims’ expectations. The study highlights the need to avoid underestimating victims’ fear of crime, to revise the current checklist system, to reconsider the scoring-based evaluation model, and to provide experience-based training for frontline officers. These steps aim to ensure that victims’ emotional needs and risk perceptions are more effectively integrated into early response decisions.
