Abstract
Despite the presentation of a roadmap toward a dual autonomous police system, the Yoon Suk-yeol administration made slow progress in achieving genuine local autonomy and a truly autonomous police system. With the resignation of the Yoon administration, efforts to establish a dual autonomous police system are now entering a new phase. Since July 2021, the autonomous police system has been implemented in all metropolitan cities and provinces across South Korea. However, in practice, it has merely conceptually distinguished between national police affairs and autonomous police affairs without assigning dedicated autonomous police officers to handle the latter. As a result, criticisms have arisen that this model is merely an “extension of the national police system,” where national police officers continue to carry out autonomous police duties, just as before. This study analyzes the self-proposed models submitted by local governments selected for the pilot implementation of the dual autonomous police system to the Police System Development Committee under the Prime Minister’s Office. The analysis presents policy alternatives, including the need for authority design based on autonomy, the comprehensive transfer of community-friendly on-site police organizations such as patrol districts and police substations, and rational management strategies in response to changes in the role of metropolitan/provincial police agencies.
