재정분권의 주요 목적은 지방정부의 세입과 세출의 자율성과 독립성을 부여하고 지방정부 간 재정력 격차를 완화하는데 주 목적이 있다. 정부는 2019년부터 2022년까지 2단계에 걸쳐 재정분권을 추진 중에 있으나 정부의 재정분권 정책의 효과에 대한 연구가 미미한 실정이다. 본 연구는 2단계로 추진된 재정분권 제도가 실제 기초자치단체의 재정분권에 어떠한 영향을 미쳤는지 세수 확충 효과, 형평성 개선 효과, 순위 변동 효과 등 3가지 측면에서 비교하였다. 특히 본 논문은 2단계 재정분권을 추진하는데 있어 2단계 재정분권 방식이 기초자치단체 재정에 미치는 영향을 1단계 재정분권과 비교하여 분석하고자 한다. 2단계 재정분권 방식으로 추진하는 경우인 시나리오 A와 1단계 재정분권 방식으로 추진하는 경우인 시나리오 B로 구분하여 2단계 재정분권이 기초자치단체 재정에 미치는 영향을 분석한다. 분석 결과, 군은 모든 면에서 시나리오 A가 시나리오 B보다 우월한 것으로 나타났다. 또한 시는 세수 확충 측면과 순위 변동 측면에서 시나리오 A가 시나리오 B보다 우월한 것으로 나타난 반면 세수 형평성 측면에서 시나리오 B가 시나리오 A보다 우월한 것으로 나타났다. 자치구는 세수 확충 측면과 형평성 측면에서 시나리오 A가 시나리오 B보다 우월한 것으로 나타난 반면 순위 변동 측면에서 시나리오 B가 시나리오 A보다 우월한 것으로 나타났다. 또한 본청의 경우 세수 확충 측면을 제외하고 형평성 측면과 순위 변동 측면에서 시나리오 A가 시나리오 B보다 우월한 것으로 나타났다. 따라서 종합해보면, 기초자치단체 입장에서 2단계 재정분권은 시나리오 A가 시나리오 B보다 우월한 것으로 평가된다.
Abstract
The main purpose of fiscal decentralization is to grant autonomy and independence of local governments’ revenues and expenditures and to narrow the fiscal power gap between local governments. The government is promoting fiscal decentralization in two stages from 2019 to 2022, but studies on the effectiveness of the government’s fiscal decentralization policy are insignificant. This study compared how the fiscal decentralization system promoted in two stages actually affected the fiscal decentralization of local governments in three aspects: the effect of tax expansion, equity improvement, and ranking change. In particular, this paper attempts to analyze the effect of the two-stage fiscal decentralization method on the finances of local governments by comparing it with the first-stage fiscal decentralization. It analyzes the impact of the second-stage fiscal decentralization on basic local government finances by dividing it into scenario A, which is promoted by the second-stage fiscal decentralization, and scenario B, which is promoted by the first-stage fiscal decentralization. As a result of the analysis, it was found that, overall, scenario A was superior to scenario B. In addition, in the city scenario A was superior to scenario B in terms of tax revenue expansion and ranking fluctuations, while scenario B was superior to scenario A in terms of tax revenue equity. In terms of tax revenue expansion and equity in autonomous districts, scenario A was superior to scenario B, while scenario B was superior to scenario A in terms of ranking fluctuations. In addition, in the case of the main local governments, scenario A was found to be superior to scenario B in terms of equity and ranking fluctuations, excluding tax revenue expansion. Therefore, from the perspective of basic local governments, scenario A is evaluated as superior to scenario B for the second stage of fiscal decentralization.
