Abstract

Mobility and its ecosystem, which are defined multi-dimensionally as everything of the movement of people and things, emerge as a new driving force for economic growth and potential growth as the boundaries between industries are collapsing through the hyper-intelligence, hyper-connection, and cooperation of the 4th industrial revolution. As a result, competition between countries is fierce. As a result, competition between countries is fierce. There is no limit to growth in recombinant innovation, where physical, digital, and biological fields are hyper-connected and collaborative. In the short cycle of digital innovation, latecomers or laggards cannot catch up with the forerunners (no catch-up). A small open economy such as Korea should maximize the dynamic adaptation efficiency of both human capital nurture and investment in physical resources at the national level so that entrepreneurship of incumbent firms and new start-ups can be revitalized in these fields. The challenge to pioneer a new dimension of the mobility ecosystem carries a high degree of uncertainty and risk of failure, so governments must make adaptive agile institutional changes and negative regulatory system. Through these efforts, we can create the best country in the world to do business in the mobility ecosystem, so that the standard of living and quality of life of the people can be improved through the improvement of future national competitiveness.
