Abstract

This study examines spatial patterns of heat-health vulnerability in Seoul by integrating Social Determinants of Health (SDOH) and urban development types. Conventional administrative-unit approaches often overlook spatial heterogeneity and structural context. To address this, we conducted spatial stratification at the neighborhood (dong) level using Generalized Additive Models (GAM and K-means clustering). GAM analysis identified the elderly population share and land price as consistently significant predictors of heat-related morbidity (2022–2024), with other factors (e.g., disability rate, population density, etc.) significant in select years. Three distinct clusters were derived, exhibiting clear gradients of vulnerability. Cluster 3, the most vulnerable, had the highest elderly and low-income shares and showed the highest heat-related morbidity, with fragmented small-scale or public-supported developments. By contrast, Cluster 1 was wealthier and dominated by large-scale planned zones. Cluster 2 represented a transitional zone with moderate vulnerability and a mix of mid-scale public interventions and gradual redevelopment types. By linking SDOH-based clusters with urban development data using GIS, we demonstrate that heat vulnerability is shaped not only by current socioeconomic conditions but also by cumulative spatial planning histories. This suggests the value of zone-based targeting for a more precise and equitable policy response.
