중국의 재생가능에너지 보조금과 국제분쟁에 관한 연구

Abstract

Attributable to “Renewable Energy Law” enacted in 2006, the use volume of renewable energy of China has been continuously increasing and the proportion of the energy out of total energy consumption has gradually expanded. The penetration expansion of renewable energy has been pursued with various reasons such as economic development, energy safety and green development. China has proposed the legislation objectives of Renewable Energy Law such as development and use facilitation of renewable energy, expansion of energy provision, improvement of energy structure, securement of energy safety, environmental protection and sustainable development of society and economy. In reality, however, environmental protection, energy securing and social equity have been used as tools for economic development in this stage. Based on the reality where the U.S. and EU have imposed partial regulations by initiating inspections on the reasons of dumping and financial assistance to the renewable energy industries such as wind generation facilities and photovoltaic power generation facilities, the comparability between renewable energy industry support policies of the Chinese government and international trade regulations is analyzed. Regarding national boundary adjustment of carbon taxes on the aerospace industry of the EU and discussions of the U.S. for introduction of similar measure,this research assesses potential disputes which be arisen when the measures are effective against China. One step further, this study also makes a decision whether it is legitimate to impose such measures stated above.
