보육시설을 이용하는 장애아동의 건강문제와 건강관리 현황

본 연구를 통하여 보육시설을 이용하고 있는 장애아동이 일반보육시설 아동과 비교해 건강문제가 더 많이 발생하고 있고 아동기에 발생할 수 있는 다양한 증상과 질병을 보육시설에서 경험하고 있는 것으로 확인되었다. 그리고 건강관리전문가가 상주하지않고 있는 현 실정에서 대다수의 보육교사는 장애아동의 건강문제를 대처하기 위한 지식이 부족함을 호소하고 건강관리전문가를 요구하고 있었다. 따라서 이러한 보육시설 장애아동의 건강을위해서는 일상적 건강관리를 위한 건강관리전문가 제도의 도입뿐 아니라 건강문제가 발생할 시 대처할 수 있는 응급처치를 지원하기 위한 의료전달 서비스 방안을 마련할 필요가 있겠다. 그리고 현재 영유아보육법에서는 일반 보육시설과 같은 기준으로 건강관리정책을 적용하여 소수의 정원체제를 가지고 있는 장애아전담 보육시설에도 100명 이상의 아동을 보육하는 경우에만건강관리자가 상주하는 것으로 의무화하고 있어 이에 대해 개정이 요구된다. 한편 장애아전담 보육교사는 장애아동의 건강관리에 대해 일반보육교사와 비교해 더 소극적인 태도를 가지고 있었는데 이에 대해서는 장애아동을 돌보는 부담감과 장애아보육이 아직까지는 복지측면에 치중되어 있기 때문인 것으로 사료된다. 따라서 장애아동을 위한 포괄적인 보육서비스를 위해서는 보육시설에서의 건강관리를 위한 대책과 관련법의 개정 그리고 건강관리전문가의 적극적인 참여와 새로운 건강관리체계의 도입이 필요할 것으로 보인다
Abstract
Purpose: This study was conducted to investigate health issues of children with disabilities attending daycare centers, and to identify the way of teachers’ management on child health. Methods: A cross-sectional descriptive study design was performed with a convenience sampling of 127 teachers from 19 daycare centers for children with disabilities and 175 teachers from 17general daycare centers. A survey questionnaire was used to collect data, and the data were analyzed using the SPSS 17.0program. Results: For the last one month, about 90% of the teachers working in daycare centers for children with disabilities had to care for sick children. When a child is sick, 50% of the teachers tended to contact with the parents of the child. The majority of the teachers caring for sick children experienced difficulties with no one available to give expert health care advice. Conclusion: The results of the study indicate that there are many health issues in daycare centers for children with disabilities and therefore health professionals need to be available to the centers. Specifically, health management services and programs need to be developed and provided for children with disabilities.
