Abstract
Making the people wear colors was the policy to make them discard their white wear and put on colored apparel during the Japanese Occupation period. Around 1910, speaking against the disadvantages of wearing white, and for the economy of wearing colored clothing triggered the argument for coloring clothes. This argument for coloring apparel was directed at improving the farm life in the country, and was made a concrete policy in the 1930s. This study's analysis of newspaper articles published during the Japanese Occupation has led to the following results about the policy of coloring the Koreans' wear that was conducted by the colonizing authorities. The policy was enforced in two ways- inducement and compulsion. There were many ways of inducing the Koreans to wear colors: the promotion of using colors, subsidy payment to the poor and the public for dyeing, setting up of public dyeing centers, dyeing lessons and lectures, and recognition of regions excelling in color promotion. There were also ways of compulsion and prohibition. Public officials set examples of wearing colors, and those wearing white were prohibited from appearing at public places such as schools and markets, and from employment as manual labors on construction sites. Koreans' white clothing was made stained in ink and stamped, and those in white were forced to make a vow to wear colors and fined if they violated the vow. All of these ways were selected and announced through the intervention of the Japanese colonizing authorities and aggressively conducted by governors, county chiefs, public officials, and community leaders. This campaign was spread to small villages in the country by the members of many societies controlled by the colonizing authorities. These included the Association (Hyeopuihoe), the Promotional Society (Jinheunghoe), and the Women's Society (Buinhoe). Since the policy of coloring the Koreans' white wear was compulsory and repressive, the public resisted it. The affair of using fake dyeing materials and the public's turning their backs to the colonizing authorities led to negative results. In order to operate the colonial system efficiently, the Japanese colonizing authorities intended to utilize the time and labor that the Koreans spent washing white wear through the coloring policy and the abandonment of white wear. In this respect, the policy of coloring the Koreans' white wear was thought of as a way for the modern colonial control to absorb the Koreans into the people of modernized Japan and to enhance the efficiency of the colonial government through making the Koreans wear colors.
