스리랑카 지역주의에 관한 연구

초록

지역주의는 긍정적인 측면에서는 민주주의의 근간이지만 부정적 측면에서는 국가통합의 저해요소가 되기도 한다. 이런 차원에서 이 논문의 목적은 스리랑카의 지역주의를 역사적, 정치적, 경제적 측면에서 분석해 보고 그 폐해와 향후 정책대안을 모색해 보는 것이다. 제2장에서 지역주의, 지역갈등, 거버넌스에 관한 이론적 탐색과 선행연구를 살펴보고 제3장에서 스리랑카의 역사 속에서 싱할리족과 타밀족 간의 관계, 그리고 식민통치 기간에 형성된 종족간, 종교간 대립과 갈등의 구조와 독립국가가 되면서 새로운 정치지형에서 이러한 민족주의 성향이 어떻게 지역에 반영되었는지를 분석하였다. 특히 스리랑카 정치의 주도권을 잡은 싱할리족과 소수정파로 남은 타밀족의 LTTE 간의 종족간, 종교간 갈등과 내전을 분석하였다. 여기에 경제발전 과정에서 지역간격차와 소득격차, 교육격차 등의 문제가 종족간 배타적 지역주의에 그 원인이 있음을 분석하였다. 4장에서는 2장과 3장에서 분석한 스리랑카 분리주의적 지역주의의 갈등구조를 해소하기 위한 거버넌스 대안을 제시하였고 5장 결론에서 논문의 전체를 요약하고 이러한 폐쇄적, 배타적 지역주의에서 개방적, 공존적 지역주의로 전환하기 위해서 정부의 정책이 어떻게 시행되어야 하는지를 제안하였다.

Abstract

The regionalism might be the foundation of democracy at positive aspects, but the obstacle of national integration at negative aspects. The objective of this paper is to analyze the regionalism of the Sri Lanka in terms of the historical, political, and economic dimension, and to draw up the policy implication. The theoretical review and previous related studies on regionalism was considered in Chapter 2. Chapter 3 deals with the relationship between the Tamil and Sinhalese in the history of Sri Lanka, and analyzes the conflicts and civil war with which are stem from inter-racial, and inter-religious powers after the end of colonial period. Here is to analyze the discriminative treatment in the process of economic development between Tamil and Sinhalese racialism in using the statistics data. In Chapter 4, it suggests some governance systems for solving regional conflict with ethnic and religious hostility. Finally, conclusion of Chapter 5 summarizes the characteristics of the Sri Lanka regionalism and suggests the policy implications in order to maximize openness and coexistence regionalism but to minimize the exclusive regionalism.
