한-중 주거단지건설과 관련된 계획체계에 대한 비교연구

도시생활을 제고시키는 주거단지계획은 급속한 산업화와 도시화를 겪고 있는 중국에서 전에 보다 더욱 중요시되고 있는 실정이다. 더욱이 사회주의 시장경제 체제에서 수준이 높은 주거 커뮤니티를 영위하도록 다른 나라의 경험을 적극적으로 연구하고 중국에 맞은 모델을 계속탐색·연구하고 있다. 본 논1)문은 한국의 주거단지계획에 관련된 도시계획제계 및 세부 내용을 정리해서 중국의 도시계획체계와 비교연구를 목적으로 한다. 주거단지계획에 영향을 미치는 두 나라의 도시계획체계의 구조,지구에 관한 제도, 행정·사업의 실행절차, 단지 계획요소 등을 비교분석을통해서 차이점과 시사점을 도출하겠다. 결론으로서 한국의 지구단위계획의 위계가 중국의 상세계획으로의 규제성과 수건성 상세계획의 명확한상·하위 관계보다 모호하지만, 중국의 주거단지에 관련된 각 법률과 내용이 한국의 경우보다는 구체적이지 못하여 계속적인 세분·보완이 필요하다고 사료된다.
Abstract
The housing estates play an important role as to the formation of a city structure. To improve and upgrade the level of living continuously, which has been explored and researched actively at all time by every country. After World War Two, world has came into a period of peaceful development. The process of the development and construction on the housing estates in city has been obviously expedited through the rapidly growing economy in industrialization and urbanization background. China and its neighbor South Korea have strong economic complementarity and frequent cultural exchange. Two countries are both in a period of rapid economic development, however they are together faced with a large population, resource constrains and other issues on urban construction. Therefore, this comparative study of the housing estates planning system between China and South Korea is conducive not only to learning from each other also to the development of the planning theory and practices. Through the comparison of the planning process and elements,this study results show various similarities and differences. The Chinese guidelines and the related laws would be supplemented further.
