Abstract

This paper attempts to find out several implications based on the comparative analysis of natural disaster emergency management and flood insurance between Korea and Australia. This study uses a descriptive research methodology in order to find a new fact from the review of related literatures. Flood risk are a commonly significant in Australia and Korea. Both countries exercise to implement an ex ante flood damage prevention activity and carry out ex post relief efforts to help flood victims. In Australia private insurers operate solely a flood insurance product based on the market economy force. Flood insurance in Korea is a policy insurance oriented by the government. The Korean government subsidies flood insurance premium allocated by the state fund. But it shows a low insurance penetration rate in both countries. The Australian government supports individuals and families that are affected by flood damage. At the same time, registered small and midium-sized businesses including farmers can receive one-off income support from the natural disaster relief & recovery fund. Particularly a relief fund from the Australian government is only a minimized ex-gratia payments for householders. Small and midium-sized businesses in Australia can receive an income support and a wage subsidy for employees by flood damage. This is a significant difference when compared with the Korean cases. In conclusion, the implications of the Australian natural disaster emergency managemnet and flood insurance are as follows. First, a joint collaboration among academics, industries and the government is recommended for a successful natural disaster emergency management. Second, the funding for natural disaster relief be reviewed to ensure that it should not provide only disincentives for the purchase of flood insurance. Particularly the relief fund for a householder in Korea should be reduced to a minium level just as the Australian case. Thus Korean householders could be recognized that they eventually need a flood insurance. Third, the Korean government relief fund for flood damage should also be focused on farmers and small businesses like the Australian case.
