본 연구의 주요 목적은 베트남의 소수민족 관광의 현황과 관련 정책 및 행정기조를 분석하고 지속가능한 지역기반관광(CBT)을 활성화하기 위한 역량개발방안을 모색하는 것이다, 베트남은 관광산업을 국가경제에 기여하는 첨단산업 분야로 지정하여 관광산업 진흥 전략을 지속 추진해왔으며, 중부고원지대의 지속가능한 관광발전에 지대한 관심을 가지고 있다. 특히 중부고원지대는 47개 소수민족의 고유한 문화유산과 가치를 지니고 있는 지역이며, 럼동성에는 자연관광자원뿐 아니라 소수민족의 다양한 민속의례와 축제, 공연예술, 수공예, 의식주 등이 관광자원으로 활용될 가능성이 높다. 대다수 기관 및 현지 주민들은 소수민족문화관광의 발전이 소수민족에게 새로운 일자리를 창출하여 빈곤감소 및 지속적 사회경제발전에 기여할 것으로 판단하고 있다. 관광발전 계획의 실효성, 소수민족 문화보존 및 관광상품화, 소수민족 주민의 역량강화, 관련 연구교육 기관의 역량 강화, 소수민족 주민 출신의 관광업 기여 및 종사자 증대 등의 이슈는 여전히 미결 과제로 남아 있다. 이를 개선하기 위한 국제개발협력 차원의 노력이 다각적으로 필요하다.
Abstract
In Vietnam, tourism development is the one of the main strategies the social and economic development plan for the next decades. Tourism development, in particular, in the area of ethnic minorities, is an effective tool in achieving inclusive development through pro-poor and community-based tourism initiatives and environment sustainability through nature and culture-based tourism initiatives. This research aims to contribute to find effective capacity building programs for the sustainable development of ethnic minorities' CBT tourism in Lam Dong Province, The research focused on the investigation on (1) tourism development policies and strategies both national and provincial level; (2) education and training programs of tourism faculties and research institutes; (3) tourism business and administrations, travel agencies and workers, and their activities at the tourism attractions; and (4) cultures and economies of ethnic minority villages, and their experiences and perceptions on the ethnic CBT tourism. The main findings from the research include a significant implication that it is very necessary to make an practicable cooperation program for the inclusive and sustainable development of ethnic tourism in Lam Dong Province. First of all, the program needs to focus on the policy renovation, capacity building program, expansion of education for ethnic minorities, actual manpower cultivation for market-oriented ethnic culture tourism.
