Abstract
This research analyzes the development of gender issues and women's movements under authoritarian regimes in Central Asia by focusing on Azerbaijan, which is one of the most consolidated authoritarian states in the region. Since independence from the Soviet Union, Azerbaijan's Aliyev regime has focused on consolidating authoritarianism combined with patriarchy in the name of “normalizing” national values and identity. The state mobilized its citizens according to an authoritarian understanding of national identity and constructed its own “national womanhood” in a patriarchal frame, imposing the duty to defend national values and identity on female citizens. Regarding the Nagorno-Karabakh conflict in particular, the state equated violence experienced by women during the conflict to an attack on national honor, personified as a woman, and Azerbaijani women were recognized as conforming to the national womanhood when they had male military family members (especially as mothers). Initially, the Azerbaijani women's movement maintained a cooperatist relationship with the state, supporting and empowering women while refraining from active resistance to patriarchal injustice. However, since the 2010s, a new women's movement has emerged, led by young women activists who seek to abolish gender oppressive system, leading to the formation of grassroots civil society organizations by women. Following the Baku Women's Day rally in March 2019, the Azerbaijani women's movement began to raise women's issues as a political agenda by organizing protests and solidarity with civil movements. Meanwhile, the regime intensely suppresses women's movements which resist social injustice and inequality through the re-enforcement of patriarchal values, and stigmatizes women activists as “anti-national.” In conclusion, gender issues in Central Asia can be characterized as the marginalization of the gender disadvantaged by patriarchal interests of authoritarian regimes and their resistance against it. The increasing presence of gender issues as a political agenda in Central Asia at the civic stage, especially since the 2010s, gives us an insight into gender issues in the context of the relationship between authoritarian regimes and civil society.
