본 연구는 식량안보 정책의 주요 주제와 방향성을 규명하기 위해 29개의 관련 정책 문서를 텍스트 분석과 토픽모델링 기법으로 분석하였다. 정책 문서에서 도출된 주요 키워드를 바탕으로 5개의 주요 주제를 식별하였고, 이를 통해 식량안보 정책의 전반적인 구조와 방향성을 파악하였다. 분석 결과, 식량안보 정책은 안정적인 식량 생산, 농촌 발전, 기업 지원, 시장 개혁, 정보화 등 5개의 주요 분야로 구분되며, 각각의 주제는 정책의 핵심 요소와 전략적 방향을 반영하고 있다. 본 연구는 식량안보와 관련된 정책이 어떻게 진행되고 있는지에 대한 구체적인 통찰을 제공하며, 정책 실무자에게 실질적인 데이터 기반의 인사이트 제공뿐만 아니라 정책 간 상호작용 및 연계성, 기술 및 혁신의 역할을 강조하고 있다. 본 연구 결과는 식량안보 정책의 개선과 실행에 있어 중요한 기초자료로 활용될 수 있다.
Abstract
This study investigates the key themes and strategic directions in food security policy by employing text analysis and topic modeling techniques on 29 relevant policy documents. Through the extraction and analysis of major keywords, the study identifies five core themes, providing a comprehensive understanding of the structure and focus of food security policies. The identified themes include: stable food production, rural development, enterprise support, market reform, and information technology. Each theme reflects essential components and strategic priorities within the policies. The findings offer valuable insights into the implementation and evolution of food security policies, presenting data-driven recommendations for policymakers. Furthermore, the study emphasizes the interactions and interconnections between policies, as well as the critical role of technology and innovation. These results provide a foundational resource for enhancing and executing food security strategies.
