Abstract

This study presents a joint analysis of Thailand’s overseas labor deployment system and Korea’s E-7/E-9 visa regimes, focusing on how their interplay influences the recruitment and employment of Thai skilled workers. It identifies key policy frictions that arise from this interaction and proposes reform pathways to address them. In response to acute labor shortages in Korea’s shipbuilding industry, the number of entrants under the E-7-3 (general skilled) visa has increased substantially. However, working conditions under this category often resemble those of the E-9 (non-professional) scheme and, in some cases, appear even less stable. The analysis highlights four interrelated challenges: (1) excessive brokerage fees—ranging from approximately 180,000 to 400,000 Baht—and pronounced information asymmetries within private recruitment channels; (2) a wage threshold officially set at 80% of Korea’s per capita GNI, but temporarily reduced to 70%, effectively bringing it close to the statutory minimum wage and departing from its original intent; (3) Procedural rigidity in job transition processes, along with uncertainty surrounding visa renewals, generates considerable anxiety among workers.; and (4) inconsistent enforcement of Korean proficiency requirements and limited access to employment-related information, resulting in confusion and diminished transparency. Collectively, these factors have undermined the effectiveness of the skilled worker system. To overcome these limitations, the study proposes restructuring the E-7-3 program into an integrated and centrally managed framework, moving beyond its current form as an individually administered recruitment channel. As skilled labor becomes increasingly vital to Korean society, reorienting the program toward meaningful worker protection, employment stability, and fair compensation would enable it to evolve into a sustainable platform for attracting and retaining skilled foreign workers—rather than serving merely as a short-term labor intake mechanism.
