경제 위기와 정부-기업 관계의 변화: 부실기업정리정책의 경로의존성

경제적 위기로 인해 부실화 된 기업의 퇴출 및 회생을 촉진하고 기업의 경쟁력을 강화하는 적극적인 국가 개입 전략의 하나가 부실기업 정리이다. 부실기업 정리를 통해 다양한 기업 규제 제도가 형성될 수 있으며, 새롭게 형성된 제도는 국가와 기업의 관계를 변화시키는 제약요인으로 작용하게 된다. 국가와 기업관계의 변화를 연구하는데 있어 부실기업 정리에 초점을 두는 이유는 업종별 산업정책에서 찾을 수 없는 국가와 기업집단간의 거시적인 관계가 왜 그리고 어떻게 형성되고 이후 어떻게 전개되는지를 보여주고 있기 때문이다. 역사적 제도주의론은 한국의 산업합리화 정책, 구체적으로 부실기업 정리의 맥락과 변화를 설명하는 중요한 분석틀을 제공하고 있다.본 논문에서는 1960년대 말부터 1980년대 중반 사이에 시행된 산업합리화 정책들을 역사적 제도주의 시각에서 살펴보고, 그 과정에서 형성된 정부-기업 간 제도 변화에 대해 살펴보았다. 1960년대 이후 국가는 성장 전략으로 재벌기업의 성장에 의존하였으며, 국가-기업 관계에서 주도적이고 우월한 입장에서 자본축적의 방향을 결정하고 시행할 수 있었다. 그러나 1980년대에 들어서면서 국가의 재벌에 대한 통제능력은 현저히 약화되기 시작한다. 자본축적 기반의 변화는 국가와 재벌의 상호 긴밀한 협력관계를 약화시켰으며, 국가는 재벌을 규제하는 새로운 수단을 마련하였다.
Abstract
The industrial rationalization is one of the active state intervention strategies which promote the liquidation or turnaround of insolvent corporations which caused by economic crisis and enhance the competitiveness of corporations. The industrial rationalization may induce the various institutions regulating the chaebols. New institutions turn out to be a primary factor of restraint which changes the relationship between the state and chaebols in South Korea. Industrial rationalization shall be focused during the study on the change of the relationships between state and chaebols, since it represents the motivation, mean, method and progress of their macroscopic relationship. These can not be presented on the general industrial policy and strategy. Historical institutionalism provides the primary analyzing framework explaining the change and context of industrial rationalization. This paper describes the study of the industrial rationalization policy during 1960s to 1980s from the historical institutionalism perspective and the institutional change between the state and chaebols shaped by the institutional rationalization policy. During the era of 1960s and after, the state has depended on the expansion of chaebols for the national economic growth. The state had held a leading position in the relationship with chaebols, which could decide and execute the capital accumulation strategy. The state’s dominant position upon chaebols, however, has been weakening dramatically since 1980s. The change of capital accumulation paradigm consequently leads to the frail relationship between the state and chaebols and the state had to prepare new means to control chaebols.
