역대 한국교육행정의 목표실행에 관한 연구: 영어교육정책을 중심으로

본 연구는 Fimyar(2014)의 정책결정에 관련한 견해를 바탕으로, 영어정책 변화에 중점을 두어, 한국 영어교육정책의 시작과 현재까지의 변화를 통시적 관점에서 조사 연구함으로써, 한국교육행정의 목표실행에 대하여 논의하고자한다. 이러한 논의는 두 가지 측면에서 기술될 것이다. 첫째, 새로운 정부의 출범마다 새로이 변화되는 정치적 요인에 따른 영어교육정책들의 변화를 논의한다. 동시에, 시대적환경과 우리나라의 높은 교육열이 초래한 사교육의 확대, 영어교육의 수요자들이 갖게 되는 경제적, 심리적 부담과 과열 경쟁 등과 같은 사회적 갈등에 따른 영어교육정책에 대한 변화를 고찰한다. 둘째, 정책은 사회가 필요로 하는 언어와 밀접하게 관련되어 있으며, 그 변화는 정치적, 사회적 요인에 의해 영향을 받는다. 또한, 정책결정과 그 실행의 주체가 다름으로 인해 정책실행의 방향이 달라지며 정책변화의 반복을 초래하게 된다. 그러므로 영어교육정책, 영어교육목표, 정책실행은 뫼비우스의 동일 고리위에 존재하고 있으며, 각각의 요인에 의해 단지 그 방향을 바꾸어가며 변화된 현상을 외현적으로 보여주는 관계, 즉, 본질인 목표는 변화하지 않고 시대적인 언어의 필요성이 정책과 실행의 방향을 변화시킨다는 점을 제시한다.
Abstract
This study discusses the implementation of English education by recapping the English education policy in Korea from the beginning to the present which has been legislated by the government. This is based on the view of policy decision by Fimyar(2014). The evidence of connection between English education policy, social and political changes is examined through the phenomena and features. To proceed this, two points are described. First, the change of English education policies is dealt with regarding why they are changed whenever the new government starts. At the same time, several changes are discussed in terms of time context, extension of private education caused by high zeal for education, economic and psychological burdens, excessive competition and social conflicts which learners have. In addition, it is justified that the changes of policies and implementation are affected by political and social factors and further, the direction or results of policy implementation are determined by new policy makers of a new government. Thus, this study means to reveal that there must be English education policy, implementation and education goal on a single Möbius strip based on the necessity of language(English), in which their direction has been changed according to the influential factors, but they show externally the changed phenomena.
