Abstract

This study was conducted to propose a crime prevention strategy centered on criminals in the newly launched National Investigation Headquarters system. In response to the recent crime response method that is being reorganized with a focus on prevention, the criminal function also tried to find a way to break away from the post-event response. In order to establish a new crime prevention strategy, the existing crime prevention strategy was analyzed and an effective prevention strategy was proposed in the midst of the change in crime occurrence trends and public security demand. The existing crime response strategies of the criminal function have focused on the investigation of subsequent crimes. There was a strong perception that a good investigation focusing on major crimes such as violent crimes and five major crimes is also a prevention strategy. However, in recent years, the need for a new approach to responding to crime has increased, such as a decrease in overall crime and violent crime, and changes in crime types and methods. In addition to the development of information technology, various strategies for crime prevention are emerging in major advanced countries. Researchers have proposed preventive criminal activities using interrogation and intelligence using crime-related information on the criminal function of the police. The necessity of preventive criminal activities was derived from the scope of the current criminal function (Criminal Bureau), the current criminal intelligence utilization was analyzed, and the main targets of criminal activities were reviewed. Through this, we proposed a differential crime prevention strategy according to the stage of crime, especially an efficient intelligence collection strategy, and proposed an infrastructure construction plan to improve the intelligence operation system and activate intelligence activities. The significance of this study can be found in that it presented a new paradigm of criminal activity. However, since it is different from the existing investigation practices, a lot of thought is required for the policy to be adopted and institutionalized. Above all, it is suggested that the balance between personal information protection and personal information protection is important to establish a preventive criminal activity plan using interrogation and intelligence.
