초록

증가하고 있는 경찰의 치안, 특히 생활안전 분야에서의 큰 부담에도 불구하고 지난 10여 년간 인력과 예산 면에서 의미 있는 변화가 없었던 한국 경찰은 현 조직 자체만으로는 민생치안의 요구와 수요를 감당하는데 지나치게 많은 한계를 안고 있다는 것이 해묵은 현실이다. 이미 많은 선진국에서는 그러한 한계를 극복하고 기존의 지역 시민과의 협력 치안활동 차원에서의 비공식적이고 불규칙적인 지역사회경찰활동(community policing) 접근방식의 문제점을 보완하기 위해 경찰 이외에 지역 치안문제에 대한 유관 기관들의 ‘책임 공유(a shared responsibility)' 철학을 공식적인 법과 제도 그리고 공공정책을 통하여 체계화 및 구체화하는 작업과 노력을 꾸준히 경주하여 왔다. 이 논문은 외국의 이러한 법제와 정책에 대한 정밀한 분석을 통해서 전략적 시사점을 찾아 한국의 협력치안체계의 현실적 한계와 문제점에 대한 대안을 제시하였다.

Abstract

Despite an ever increasing demand and needs of policing for community safety, particularly regarding the quality-of-life crime, the police do not have many options for solutions owing to the lack of resources and information in South Korea as well as in many other developing and developed countries across the world. However, there are an increasing number of formal multi-agency partnership approaches under the same or similar catch phrase 'a shared responsibility for community safety and security' to tackle those limitations in more and more advanced countries. The multi-agency partnership system is delivered by several types, such as legal system (laws and local ordinances) and public policies. This paper aims at analyzing those foreign legal and policy approaches in detail and finding the strengths, challenges and feasibility in the Korean context. Findings show that the Korean police and government will be able to adopt some of the formal multi-agency partnership through consultation, legislation and policy making even if we fail to introduce the municipal policing system across the country in the future.
