이 연구는 해외에서 발생했거나 할지도 모를 한국인 대상의 인질납치 사건에 대해 어떻게 효과적으로 예방하고 대응함으로서 개인의 신변안전을 도모할 것인가 하는 방안에 대해 제안한다. 지난 20년간 세계화의 확장으로 많은 수의 한국인들이 해외 각지에서 여행을 하거나, 삶을 영위하거나, 사업을 하거나, 업무를 수행 하거나, 봉사활동을 하거나, 학업을 수행하고 있다. 수많은 한국인들이 나가서 활동하는 공간들은 미국, 영국, 독일 등 상대적으로 치안이 안정적인 지역들 뿐 만이니라 케냐, 나이지리아, 인도, 파키스탄, 이집트, 리비아, 시리아, 수단, 우간다, 콜롬비아, 필리핀, 소말리아, 중국 등과 같은 치안 수준이 극도로 불안한 제3세계의 저개발 국가들을 포함한다. 이들 지역에서는 대체로 범죄 세력들이나 해적들, 또는 지역의 테러세력들과 무장군벌 등이 활발히 활동한다. 반대로 이들 지역의 중앙정부의 공권력은 능력이 없거나 부패하여 법집행 수행능력이 매우 취약하다. 때문에 이들 지역에 나가있는 한국인들이 인질납치와 같은 신변의 위해를 당할 개연성은 매우 높다. 이 연구는 이러한 취지하에 부득이하게 해외에서 활동하게 되는 한국인들을 위한 인질납치와 관련된 개인적인 신변안전 강화를 위한 쓸모 있는 정보들을 제공하기 위한 목적을 가진다. 여기에서 제시하는 여러 방안들은 기존에 발생한 관련 사례들과 기존의 관련 연구내용 등을 종합적으로 분석한 결과물이다.
Abstract
This study proposes how to effectively prevent and respond to hostage taking targeting on Koreans overseas in order to increase personal safety. For the last 20 years, with the expansion of globalization, a great number of Koreans travel, work, reside, serve, and study in many countries all over the world. these countries not only include relatively safe areas such as the U.S., the U.K., and Germany but also insecure areas including Nigeria, Kenya, India, Pakistan, China, Egypt, Syria, Libya, Sudan, Columbia, Somalia etc. In these areas, various criminal groups, pirates, and terrorists are very active. By contrast, the central authority may not exist or too corrupt and disabled to effectively enforce the law. Therefore, Koreans in these areas are very vulnerable and could easily be targets of hostage taking victimization. The current article suggests some workable tips for the improvement of personal safety against hostage taking risks. Such tips are the outcome of various case analysis and research results.
