참여정부의 남북 경제공동체론 평가

초록

남북 경제공동체 논의는 통합이론의 맥락에서 접근될 때 가장 쉽게 이해될 수 있다. 그러나 선경제통합, 후정치통합의 (신)기능주의적 통합이론만으로는 참여정부의 경제공동체논의를 온전하게 이해하기가 쉽지 않다. 참여정부는 기능주의 통합이론으로 대변되는 햇볕정책을 계승하였지만,기능주의적 접근의 종착점을 통합 자체보다는 평화공존에 두는 경제평화론적 접근과 남북을 넘어 동북아 역내 통합을 동시에 추구하는 지역주의적 접근을 도입하였기 때문이다. 참여 정부 기간 동안 제기된 대표적인 경제공동체 개념 및 전략은 ‘평화경제론’과 ‘한반도경제론’이다. 전자가 경제와 평화의 상호성과 선순환이라는 관점을 확립하여 기존의 ‘경제평화론’이 갖고 있던 경제에서 평화로의 일면적 접근이라는 단점을 극복하고자 한 것이라면, 후자는 신지역주의의 입장에서 남한경제, 북한경제, 동북아 경제의 연관성 제고를 통해 한반도 전체를 하나의 단위이자 열린 지역으로 사고하고자 한다는 점에 특징이 있었다. 본 연구는 이를 검토한 데 기초하여, 경제공동체 논의의 발전 방향을 제안하였다. 현 단계 경제공동체 논의는 통일 방안의 과도적 단계로 단순 환원되어도 안 되지만, 평화공론이나 지역 형성론으로 단순 해체되어서도 안 된다는 딜레마를 안고 있다. 이를 해결하기위해 본 연구는 글로벌 거버넌스 접근법을 검토하였다. 글로벌 거버넌스론은 지역정체성이나 역제간 협력을 분석 대상으로 추가함에 따라, 기존 경제공동체 개념의 지역주의적 지평을 확장하고 역내 관련 행위자의 네트워크적 협력 틀을 강조한다는 장점이 있다. 따라서 글로벌 거버넌스론은 통일, 평화, 지역, 개발의 과제를 모두 포괄하여 남북관계를 민족문제만이 아니라 평화와 지역형성 그리고 공동발전이 동시에 내재된 문제로 바라보게 함으로써, 남북 경제공동체론의 흠결을 보완하는 데 유용하다는 것이 본 연구의 결론이다

Abstract

The arguments surrounding the concept of Inter-Korean Economic Community can be easily understood through the context of the integration theory. However, a functionalist approach alone cannot caputre the essence of the Roh Moo-hyun administration’s policy to create an economic community on the Peninsula. Although it inherited the fundamental principles of the Sunshine Policy, the Roh administration’s policy goes beyond that of the functionalist approach and pursues peaceful coexistence based on an ‘economic peace theory,’ while simultaneously promoting cooperation and intergation of Northeast Asia through a regionalist approach. Two most notable concepts and strategy developed by the Roh administration are ‘Korea Peace Economics’ concept and the ‘Korean Peninsular Economy’ concept. While the former was intended to overcome the shortcomings of one way spill-over effects by creating a virtuous circle between the two variables of economy and peace, the latter featured a thinking approaching the whole of peninsula as an open region. However, the current discussion of economic community faces a danger of being reduced to a conventional approach toward national unification or a pursuit of a peaceful coexistence in the context of regional cooperation. In order to address these challenges, this study examined the global governance approach which expands the boundary of the concept of economic community by looking at regional identity or regional cooperation, and emphasizes the cooperation network among the actors concerned. The study shows that the global governance approach encompasses the discourses on unification, peace, region and development all in all and therefore, helps us to look at the inter-Korean economic community as an institutional complex dealing with the issues of region-building, co-development, peaceful coexistence, as well as national unification.
