본 논문의 연구목적은 첫째, 위기관리 개념과 인간안보 개념의 접목 가능성을 검증함으로써 이와 관련된 후속 연구를 촉발하고자 하는 것이고, 둘째, 재난분야 위기관리에서 시민사회의 역할을 모색하여 위기관리체계를 정부와 민간의 협조체계, 더 나아가 거버넌스로 구축할 수 있는 방안을 모색하기 위함이다. 이를 위해 먼저, 이론적 배경으로 전통적 안보 및 재난 등을 동시에 대비하기 위한 세계적 차원의 위기관리체계와 탈냉전 이후 인간의 복지와 안전에 더 많은 비중을 두는 인간안보 개념에 대해 살펴보았다. 다음으로 노무현 행정부의 위기관리체계를 분석하였는데, 여기서는 국가안전보장회의가 작성한 ‘국가위기관리기본지침’을 중심으로 위기관리체계의 구조와 특징을 알아보고 또한 새로 도입된 재난관리체계의 특징과 의미를 제시하였다. 마지막으로 본 논문의 핵심이라 할 수 있는 재난관리와 인간안보의 접목 가능성을 타진하고 이 전제 하에서 재난관리에서의 시민사회 역할 제고 및 재난관리 거버넌스 구축 과제를 제출하였다.
Abstract
A distinct feature of contemporary security problem is the emerging role of civil groups. In contrast to the previous traditional meaning of the concept, security, recently, the concept broadens its meaning over the arena of human security which concerns with the improvement on the quality of individual living standards. Civil groups play a leading role in this respect. In addition, as the arena of human security shares lots of issues with the arena of disaster management, civil groups are expected to extend their roles into the crisis management focusing on disaster management. This article, in these respects, aims to explore the features of crisis management system in president Roh administration focusing on the ‘Crisis Management Manuel’ enacted by the National Security Council. In the processes, it claims civil groups should actively participate in the crisis management. In particular, applying the concept of disaster management governance, it examines the possible coordination measures between the governing authority and civil groups about the crisis management.
