다중피해 사기방지 고도화와 효과적 대응을 위한 연구: 영국과 싱가포르 사례를 중심으로
A Study on the Advanced Prevention and Effective Response for Volume Fraud: Focusing on the UK and Singapore Cases

절도, 강도 등 범죄는 감소추세를 보이는 반면, 사기 발생은 매년 증가하여 총 범죄 중 20% 이상이 되었다. 사기는 국민의 일상을 위협하는 가장 대표적인 범죄로서. 특히 불특정 다수에 대한 보이스피싱, 투자사기 등 다중피해 사기로 진화하였다. 사기는 사회적 자본인 신뢰를 무너뜨리고 공동체를 파괴하는 추가적인 외부효과를 발휘할 뿐만 아니라 사이버 공간을 이용하는 초국가적인 경우가 많기 때문에 한 국가의 대응만으로는 한계가 있다. 이에 본 연구는 다중피해 사기의 효과적인 예방과 대응책을 알아보기 위해 영국과 싱가포르 사례를 고찰하였다. 영국은 증가하는 사기에 효과적으로 대응하기 위해 2005년 범정부적인 사기검토 위원회를 구성, 2006년 사기법(Fraud Act)을 제정하고 2009년 사기범죄 대응체계를 개편하여 운영하고 있다. 아시아의 네 마리 용 중 하나인 싱가포르는 세계 금융의 중심지로 특히 많은 금융거래가 이루어져, 사기범죄를 방지하기 위해 2019년 경찰청 내 사기방지센터(Anti-Scam Centre)를 신설 운영하는 등 다중피해 사기에 적극 대응하고 있다. 경제적 살인으로 비유되는 다중피해 사기는 금전적 피해와 함께 정신적 충격, 사회구성원의 신뢰 저하 등 국민의 삶을 피폐하게 하는 악성 범죄이기 때문에 적극적인 예방과 효과적 대응은 더욱 절실하다고 하겠다. 해외의 사례들을 참고로 우리나라도 진화하는 다중피해 사기 대응에 최적화된 시스템을 구축하여 사기를 감축시킬 수 있도록 노력해야 한다.
Abstract
While crimes such as theft and robbery are on the decline, the incidence of fraud has increased every year, accounting for more than 20% of the total crimes. Fraud has become the most representative crime that threatens the daily lives of the people. In particular, in recent years, it has evolved into volume fraud such as voice phishing and investment fraud against the public. Fraud has an additional external effect that destroys trust, which is a social capital, and destroys communities. In addition, since fraud is often a transnational crime using cyberspace, there is a limit to the response of one country alone. Therefore, this study reviewed the cases of the UK and Singapore to find out effective prevention and countermeasures for volume fraud. In order to effectively respond to the increasing fraud, the UK formed a government-wide fraud review committee in 2005, enacted the Fraud Act in 2006, and reorganized and operated the fraud crime response system in 2009. Singapore, one of Asia's dragons, is a global financial center with many financial transactions, and is actively responding to volume fraud by establishing the Anti-Scam Centre within the National Police Agency in 2019 to prevent scams, which is compared to economic murder. Fraud is a malicious crime that degrades the lives of the people, causing not only financial damage, trauma, but also loss of trust among members of society. Therefore, the prevention and effective response to volume fraud is more urgent. Referring to overseas cases, Korea should also make efforts to reduce fraud by establishing an advanced system optimized for responding to the evolving volume fraud and scams.
