자치경찰제가 본격적으로 시행됨에 따라서 지역의 여건과 특성을 반영한 맞춤형 치안정책을 발굴하여 실시하는 것이 중요해지고 있다. 자치경찰은 경찰 체제의 분권화를 통하여 경찰에 대한 민주적인 통제를 강화하고, 주민들의 요구를 신속히 반영해 종합적인 업무 수행이 가능하다는 장점이 있다. 하지만, 다양한 장점에도 불구하고 의무경찰 폐지, 검경 수사구조 개혁, 국가수사본부의 창설 등으로 인하여 자치경찰 분야에서 근무하는 인력은 매우 부족한 실정이다. 특히 자치경찰 사무 중에서 생활안전 분야는 주민의 생활과 밀접한 사무들로 순찰 및 범죄예방에 대한 것으로 주민 안전과 직결되어 있기 때문에 인력부족은 심각한 문제를 불러일으킬 수 있다. 자치경찰 사무 인력의 부족은 생활안전 분야의 범죄예방 및 순찰활동을 강화하기에는 어려운 것이 현실이다. 이에 따라 본 연구에서는 자치경찰의 부족한 치안인력을 보완할 수 있는 드론의 활용 방안에 대해 순찰활동을 중심으로 분석하였다. 이를 토대로 자치경찰에서의 드론 활용 방안을 제시하였다. 첫째, 도심 지역에서의 여성 안심귀가서비스에 드론을 활용하는 것이 효과적이다. 둘째, 농촌 지역에서의 농작물절도 예방을 위해 드론을 이용하고 광범위한 지역에 대한 범죄예방 순찰이 필요하다. 다만, 순찰활동에 있어서 드론 활용시 개인정보 침해 등 기본권 침해의 우려와 농작물 재배에 방해가 될 수 있기 때문에 이에 대한 고려가 필요하다. 본 연구는 기술적인 연구로 향후 설문조사, 전문가 면담, 준실험 등을 통해 보완할 필요가 있다.
Abstract
As the autonomous police system is implemented around the country, it is becoming important to discover and implement customized policies on safety that reflect local conditions and characteristics. Autonomous police have the advantage of strengthening democratic control over the police through decentralization of the police system and quickly reflecting the needs of residents to perform comprehensive tasks. Despite various advantages, however, due to the abolition of auxiliary police, reform of the investigation structure, and the establishment of the National Investigation Headquarters, the number of personnel working in the autonomous police field is very insufficient. In particular, among autonomous police affairs, the field of community safety is about patrol and crime prevention with affairs closely related to the lives of residents, and the lack of manpower can cause serious problems. The reality is that the lack of autonomous police office personnel is difficult to strengthen crime prevention and patrol activities in the field of community safety. Accordingly, in this study, the use of drones that can compensate for the lack of personnel of the autonomous police was analyzed focusing on patrol activities. Based on this, a plan to use drones in autonomous police was proposed. First, it is effective to use drones for women's safe return home service in urban areas. Second, it is necessary to use drones and patrol crime prevention in a wide range of areas to prevent crop theft in rural areas. However, since there is a risk of infringement of basic rights such as infringement of personal information when using drones in patrol activities, realistic control measures should also be prepared to regulate them. This study is a descriptive study and needs to be supplemented through future surveys, expert interviews, and quasi-experiments.
