초록

본 연구는 전환적 갈등(trans-formational conflict)연구를 바탕으로 정치적 화해행위가 갖는 의미에 주목한다. 여러 번의 화해행위에도 악순환의 틀에서 벗어나지 못하는 한반도의 상황에 의문점을 가지며, 최초의 갈등 강제 전환 사례로 7.4 남북공동성명의 과정을 분석했다. 7.4 남북공동성명은 전환의 기초가 될 수 있는 미·중 데탕트라는 외부환경변수개입에도 상호 존재 불인정, 짧은 기간의 최고위급 동의 등으로 후속적으로 갈등 관리를 위한 성공적 전환을 불러올 수 없었다. 그럼에도 최초의 행위라는 점에서 다시 만날 수 있는 선례를 남겼고 관리의 방법에 대한 다른 경로의 학습이라는 의의를 가질 수 있다. 정치적 화해행위는 갈등 관리를 전제로 하는 형태 내에서만 갈등이 선순환구조로 전환되는 것을 돕는 촉매가 될 수 있다.

Abstract

Peace building is a time-consuming process, as it requires persistent efforts. Conflict is said to be resolved when transformation of conflict occurs in four dimensions, namely in the individual, relational, institutional and cultural dimensions. Based on the aforementioned understanding, one should pay particular attention to the efforts in political reconciliations, which can be perceived as a key element in escaping the vicious cycle of conflict augmentation and entering the virtuous cycle of conflict resolution. Both Koreas had put some efforts into political reconciliations numerous times in the past, but they have not escaped the vicious cycle of conflict augmentation. As such, this paper aims to analyze the process of the making of the July 4th Joint Communique of 1974, which can be considered to be the first compulsory conflict transformation, and recommend some viable lessons for transformational conflict. The 7.4 Joint Communique benefited from a favorable external environment, such as the Sino-American Detente, in order to succeed. However, it could not invoke a successful transformation because it was one without the mutual recognition of each other’s legitimacy while sincere efforts towards reconciliation were conspicuously missing in both sides. Nevertheless, the case of the 7.4 Joint Communique entails an important lesson for transformational conflict. That is, a minimum condition for conflict resolution can be formed, since conflict is repeatedly being managed. More importantly, this minimum condition could served as a point of contact and a platform for the peace building process as a managed conflict. Thus, when this is applied repeatedly, it may turned into transformational conflict.
