안중근의 『동양평화론』을 통한 ‘한반도 신뢰프로세스’ 구상의 실현 방안

한반도 평화를 위해 동북아 국가들의 정치·외교적 협력이 중요하지만, 동북아 주요 삼국인 한국과 일본, 중국과 일본 사이의 역사 및 영토 갈등은 점차 확대되고만 있다. 향후 북핵 문제 해결과 한반도의 평화를 위해 역내 국가들의 협력을 추동할 새로운 접근이 요구된다. 이를 위해 본 논문에서는 100년 전 동양평화를 위해 동북아 삼국의 정립을 주장했던 안중근의 『동양평화론』의 사상적 배경을 박근혜정부의 ‘한반도 신뢰프로세스’ 구상에 적용하여 새로운 대안을 제시하였다. 안중근 『동양평화론』은 두 가지 사상적 배경을 추구하고 있다. 첫째는 ‘세력균형(balance of power)’의 원리며, 둘째는 ‘다자간 통합(multi-integration)’의 원리이다. 본 논문은 한반도 평화의 조건으로 한반도의 ‘세력균형’을 통한 북핵 문제 해결을 주장하고 있으며, 한반도 평화의 구조로서 동북아의 ‘다자간 통합’을 통한 새로운 질서를 제안하고 있다.
Abstract
The political and diplomatic cooperation is very important among Northeast Asian countries for the peace of the Korean Peninsula. However, these main countries in Northeast Asia, South Korea, China, Japan are escalating the historical and territorial conflicts. There are needed the new approaches which can draw the cooperation among the neighboring countries for the peace of Korean Peninsula. For this purpose, this paper suggested the application of Ahn Jung Geun's 『On Peace in East Asia』 claimed the union of three countries for the peace in Northeast Asia 100 years ago into the ‘Trust-Building Process on the Korean Peninsula’ by Park Geun Hye Administration. Ahn Jung Geun's 『On Peace in East Asia』had both ideological principles. First, the principle of the balance of power. Second, the principle of the multi-integration. In this paper, I would like to suggest the ‘new balance of power’ policy as the method for the resolution of the North's nuclear issues and the ‘Northeast Asian Community’ for the structure of the peace on the Korean Peninsula.
