Abstract
This study micro-analyzed the resilience process through which residents formed new livelihood bases via selection, adaptation, and diffusion under the structural pressure of sanctions against North Korea. This was achieved by examining the emergence, expansion, and division of labor within the eyebrow and wig subcontracting industry, based on interviews with 25 defectors. Specifically, it traces the dynamic process by which the eyebrow and wig subcontracting industry emerged as central to residents' livelihood strategies. Particularly, the industry's characteristic of enabling home-based production allowed it to demonstrate greater adaptability and diffusion capacity than existing industries like coal mining and garment manufacturing. It also absorbed vulnerable groups previously marginalized from conventional labor. Furthermore, the industry rapidly spread not only to major cities like Pyongyang but also to inland and rural peripheral areas. This increased cash flow in local markets, stimulating cash circulation within regions, small-scale transactions, and the activation of intermediary networks. Consequently, foreign currency was dispersed downward from the state/institutional level to households and local units. It was observed that contract processing activities evolved beyond mere subsistence into locally-based small-to-medium-scale industries. In summary, this study empirically confirms the strong resilience of North Korean residents in exploring and expanding new income sources, even under the restrictive conditions of sanctions. This aspect, unnoticed by previous studies that evaluated sanctions effects solely through macro trade indicators, demonstrates that sanctions trigger unexpected circumventing dynamics, such as the utilization of non-sanctioned items and the expansion of the informal economy. This finding suggests that when reviewing the future direction and structure of sanctions against North Korea, the actual responses and micro-level changes observed at the resident level must be considered.
