대만의 보훈정책과 한국에의 시사점

대만의 보훈조직과 보훈정책은 독립형 보훈조직의 형태로 대만은 우리나라의 보훈처 조직에 해당하는 행정원 국군퇴제역관병보도위원회(行政院 國軍退除役官兵輔導委員會)를 중심으로 조직되어 정책이 시행되고 있다. 대만의 전체적인 보훈제도는 우리나라와 매유 유사한 모습을 보여 주고 있는데 이것은 대만이 우리나라와 비슷한 역사적 배경을 갖고 보훈정책에 있어서 서로 정책적인 교류도 있어 온 점이 작용하고 있다. 그렇기에 때문에 동일한 분단의 경험을 가지고 있는 역사적 배경과 한국과 밀접한 관계를 가지고 있는 대만의 보훈제도를 살펴보는 것은 상당한 의미가 있다. 대만의 보훈정책을 다루고 있는 본 논문의 내용은 대만보훈제도의 내용을 보훈역사와 조직, 보훈정책사업, 보훈행정의 대상, 기념 및 추모사업 등으로 나누어 본문 각 장의 형식을 구분하고 있다. 그리고 각 장의 세부 내용에 있어서 대만 보훈정책의 일반 현황에서는 보훈제도의 연혁, 관계 법령, 보훈 조직, 보훈예산과 행정 대상을, 보훈정책 사업에서는 취업지원, 교육보조, 의료지원, 주거 시설 지원과 관련한 구체적인 4대 보훈사업, 보훈행정으로 상이보훈대상과 유가족 지원, 비상이 제대군인에 대한 지원의 내용들을 다루고 있고, 이외에 기념 및 추모사업의 내용을 소개하고 있다. 대만의 보훈정책이 우리나라의 보훈정책에 시사하는 점들은 대만의 정부기구에서 보훈조직의 위상이 높다는 점, 보훈정책에서 나타나는 보훈기관과 산업체의 협력체제, 다양한 보훈사업과 지원, 끝까지 책임지는 양로․의료지원, 보훈제도 상의 지원과 각종 지원금의 지원 등의 이중보장, 상이군인과 그 유가족에 대한 권익과 보장이 매우 총체적이고 종합적이라는 점이다. 국가의 보훈정책이 국가 안위와 장병들의 명예에 직결된다고 볼 때 대만의 보훈정책과 제도를 면밀히 검토해 좋은 점은 우리나라의 보훈정책에도 도입되는 것이 바람직하다.
Abstract
Taiwan's national organization for veterans is the Veterans Affairs Commission(VAC), assigned with responsibilities to assist in education assistance, employment assistance, medical care, home care and other general services. VAC’s services are based on the “ROC Veterans Assistance Act”, which was signed into effect by the president, and therein came the “Enforcement Rules of The ROC Veterans Assistance Act”,“Regulations on Employment Arrangement of Veterans”, “Regulations on Medical Care for Veterans”, “Regulations on Home-care Arrangement of Veterans”, “Implementation Regulations on Veterans Education Assistance”, and other operationaland administrative regulations. VAC's main goal is to realize the political ideal of the Taiwan government to repay Taiwan's veterans for their contributions to the country, and to maintain strong armed forces, to keep Taiwan society stable, to contribute to the economic development of the Taiwan and to upgrade their nation"s diplomacy. In addition to continuing their improvement of medicaland home care for Taiwan veterans, VAC is also designing specific programs regarding employment and educational assistance to cater to the needs of newly retired veterans. VAC assists veterans and their dependents with employment opportunities so as to enable them with a stable family life on the one hand, and help with the economy and safety of the country on the other. The main purpose of educational assistance is to assist aspiring veterans to take further studies to improve their manpower quality, strengthen their competitive conditions, and enrich national human resources. Some implications from the veterans policy of Taiwan to the veterans policy of Korea areas above, VAC'sposition and role is more higher, medical delivery system is more efficient, employ arrangement and education system is well-found than those of Korea's.
