보훈행정의 국민적 요구에 대한 대응성보방안:보훈심사 영역을 중심으로

오늘의 우리 사회는 국가유공자의 희생과 공헌 위에 기반하고 있다. 국가유공자들의 헌신에 보답하는 보훈은 국가와 국민의 의무이며, 국민통합 시대 새로운 우리 사회를 만드는 초석이라고 할수 있다. 이에 우리 정부는 보훈가족이 중심이 되는 따뜻한 보훈정책을 펼쳐나가려고 하고 있다. 이처럼 보훈정책의 목적은 국가를 위한 희생과 공헌에 합당한 예우와 보상이 이뤄지고, 이를 통해우리 사회에 보훈문화를 올바로 정착시키는 것이라고 할 수 있다. 이와 관련하여 보훈행정 중에서도 보훈심사는 국가를 위해 희생하거나 공헌하신 분들이 국가로부터 합당한 보상과 예우를 받을수 있는 보훈대상자가 되기 위해 그 요건을 심사하고 선정하는 과정으로서 국가보훈의 근간을 이루는 핵심적 영역이라 할 수 있다. 따라서 보훈심사는 전 과정이 공정하고 투명하게 진행되어야하며 동시에 신속하게 처리되어야 할 것이다. 그리고 이런 보훈심사 행정의 핵심기관은 보훈심사위원회이다. 이 연구는 이런 의미를 지니는 보훈심사 영역을 중심으로 보훈행정에 대한 국민적 요구를 검토해 보고 이에 대한 대응방안을 고려해 보려는 것이다.
Abstract
Korea today stands on the sacrifice and contribution of those who came before us. Remembering and honoring patriots and veterans is the government and people’s responsibility and the foundation for the new Korean society where all citizens are unified. So the Korean Government will do her best to ensure that patriots and veterans are remembered and honored by devising and implementing policies and programs with a special focus on people. The vision of the patriots and veterans policy is to create a society in which patriots and veterans can lead honorable and dignified lives, where the spirit of patriotism is valued. The patriots and veterans entitlement is the process of reviewing the requirements to be eligible for reasonable compensation from the state. The patriots and veterans entitlement should be conducted fairly and transparently throughout the entire process and at the same time should be handled quickly. And the main body of the patriots and veterans entitlement administration is the patriots and veterans entitlement commission. This study is trying to find a way to improvement of response to the public's needs in patriots and veterans entitlement.
