대학 공직윤리 교육의 효과성에 관한 탐색적 분석

이 연구는 대학교 행정학과 학생들의 공직윤리 교육에 대한 효과성을 탐색하려는 목적으로 진행되었다. 학생들이 공직윤리 교육의 필요성과 교육목표 등을 어떻게 인식하고 있는지를 살펴보고, 공직자가 윤리적 갈등을 경험하는 가상 상황을 제시했을 때 어떤 선택을 할 것인지를 조사하며, 이러한 선택이 공직윤리 교육 전과 후에 달라지는지, 그 차이가 개인적 특성에 따라 다른지 등을 분석하였다. 분석 결과, 학생들은 공직윤리 과목이 행정학과 교과과정에 개설되어야 할 필요성을 강하게 인식하고 있었고, 공직윤리 과목을 통하여 습득하려는 주요 목표는 윤리적 갈등을 처리할 능력개발로 나타났다. 한편, 교육 전에 비해 교육 후에 부당한 지시 거부, 불법적인 조직관행 거부, 비도덕적 수단사용의 거부 의사가 더 높아졌고 그 차이가 통계적으로 유의미하였으므로, 교육을 통해 윤리적 갈등상황에서의 선택이 보다 더 윤리적인 방향으로 변화하였다고 추론할 수 있었다. 또한 성별, 연령, 학년, 공직희망여부 등에 따른 개인적 차이가 일부사례에서 교육 전에 통계적 유의미성이 있었으나 교육이후 이러한 차이가 사라졌음을 볼 때, 교육의 유무가 개인적 차이보다 윤리적 선택에 더 중요한 영향을 미칠 수 있음을 알 수 있었다.

Abstract

The purpose of this study is to explore the effectiveness of public ethics education for university students who majors public administration. This study investigates how university students perceive the necessity of public ethics education and the educational goals. In addition, this study examines the choice of university students when they experience ethical conflict as public officials. Most importantly, the answers before and after public ethics education are compared to analyze the effectiveness of public ethics education as well as the influence of individual characteristics. As a result of the analysis, the students recognize that the public ethics courses should be opened in the curriculum of the public administration, and the main goal to acquire through the public ethics courses is the development of the ability to deal with ethical conflicts. At the same time, there is a higher tendency to refuse unjust instruction, to refuse unlawful organizational practices, and to refuse to use immoral means after public ethics education. In addition, there are statistically significant differences in gender, age, grade, and hopes of public office before the education, but the differences are disappeared after the education.
