본 연구는 참전유공자의 미충족 의료 현황을 파악하고 그 영향요인을 규명함으로써, 참전유공자들의 의료욕구 충족 및 삶의 질 향상을 위한 정책적 시사점을 마련하고자 수행되었다. 본 연구 자료는 2021 국가보훈대상자 생활실태조사이며, ‘21년 9월 24일에서 10월 5일까지 조사되었다. 조사방법은 대면면접 방식이나 필요시 일부 조사항목은 자기기입 방식으로 조사되었으며, 조사대상자는 총 9,716명이다. 본 연구에서는 실태조사 자료 중 참전유공자 2,866명을 대상으로 통계분석을 실시하였으며, 주요 분석결과는 다음과 같다. 첫째, 참전유공자의 미충족 의료 경험 비율(10.8%)은 전체 보훈대상자의 미충족 의료 경험 비율(10.2%)보다 높게 나타났다. 둘째, 미충족 의료를 경험한 참전유공자들이 응답한 미충족 의료의 원인으로는 ‘진료비 부담’, ‘나을 것 같지 않아서’, ‘거등 불편’, ‘원거리’ 등의 순서로 나타났다. 셋째, 참전유공자들의 미충족 의료 영향요인으로는 연령, 단독가구, 소득, 보유질환 수, 주관적 건강상태 및 심리적 건강상태로 나타났다. 본 연구는 참전유공자의 미충족 의료 현황과 그 영향요인을 실증분석한 첫 연구라는 데 의의가 있다. 또한 참전유공자들의 의료욕구 충족을 위한 보훈 의료정책 개발에 필요한 근거를 제시했다는 중요성이 있다.
Abstract
This study aims to investigate factors affecting unmet medical needs of war veterans. To accomplish research purpose, this study conducted a statistical analysis of 2,866 war veterans among the 2021 National Veterans Survey data, and the main analysis results are as follows. First, the proportion of unmet medical needs (10.6%) of war veterans was higher than that of all veterans (10.2%). Second, the causes of unmet medical care that veterans who experienced unmet medical needs responded to were 'burden of medical expenses', 'low expectations of treatment outcomes', 'reduced mobility', and 'long distance'. Third, factors affecting unmet medical needs for veterans were ‘age’, ‘single households’, ‘household income’, ‘number of diseases’, ‘subjective health conditions’, and ‘psychological health conditions’. This study is significant in that it is the first study to empirically analyze the current status of unmet medical needs of war veterans and the factors influencing it. It is also important to provide the necessary basis for the development of veterans medical policies to satisfy the medical needs of vulnerable veterans who are likely to experience unmet medical needs.
