사회적 갈등이슈에 대한 전국 7개 일간지 보도 비교: 세종시 갈등 보도 내용분석을 중심으로

이 연구는 국내 전국 일간지가 10여년간 보도한 세종시(신행정수도, 행정중심복합도시)이슈에 대한 기사유형과 지배적 논조, 주요보도 내용을 비교 고찰하고자 했다. 세종시 이슈처럼 여·야간 정치권 갈등은 물론 여당 내부에서의 수정안과 원안간의 당내갈등 그리고 수도권과 비수도권의 지역간 갈등, 보수매체와 진보매체의 언론간 갈등 등 다양한 갈등 요소를 내포한 이슈는 흔치 않기 때문이다. 이 연구를 수행하기 위해 조선일보, 경향신문, 대전일보, 중도일보, 전북일보, 영남일보, 강원도민일보 등 전국 7개 일간지의 관련기사를 체계적 표집을 통해 추출하여 총 461건을 내용분석을 실시하였다. 연구 결과, 세종시 정책 추진에 가장 긍정적인 논조를 보였던 신문사는 대전일보였고 가장 부정적인 논조를 보였던 신문사는 조선일보로 밝혀졌다. 긍정적인 논조는 대전일보, 중도일보, 전북일보 순이었고, 부정적인 논조는 조선일보, 영남일보 순으로 밝혀졌다. 주요 보도 내용은 전체적으로 가장 높은 빈도를 보인 것은 ‘정책에 대한 일반적 내용’과 ‘정책에 대한 반응’이었고 다음으로 ‘정책에 대한 평가’, ‘단순보도’, ‘대책마련 촉구’ 순이었다.

Abstract

This study examines the reports about Sejong City (New Administrative District, Government Administration Complex) over the past 10 years by analyzing the tone, content and news frame of the reports in each newspaper. The issues like those related to Sejong City are not common in that they show the complicated conflicting issues, such as the political conflict between the ruling and opposition parties, the conflict in the ruling party related to the controversy about the original plan and the revised one regarding Sejong City, the regional conflict between the capital and non-capital areas, the conflict between conservative and progressive newspapers, etc. To conduct the research, this study collects the data from seven nationwide daily newspapers, including Chosun Ilbo, The Kyunghyang Shinmun, Daejeon Ilbo, Joongdo Ilbo, Jeonbuk Ilbo, The Yeongnam Ilbo, and Kangwondomin Ilbo, and selects and analyzes a total of 461 articles from the data. The result shows that it is Daejeon Ilbo which adopts the most positive attitude toward the policy about Sejong City and Chosun Ilbo in the most negative. The order in the degree of the positive attitude is Daejeon Ilbo, Joongdo Ilbo and Jeonbuk Ilbo, whereas the order in the negative attitude is Chosun Ilbo and The Yeongnam Ilbo. Regarding the content of news reports, ‘general facts about the policy’ and ‘public response to the policy’ are most frequently reported, followed by the reports such as ‘policy evaluation,’ ‘general news report,’ ‘urge for taking measures.’
