지역개발비전으로서 지식도시정책에 관한 탐색적 연구

오늘날 지식은 미래의 부를 창출하여 경제성장을 이끌어내는데 있어서 전략적으로 접근해야 하는 핵심자원이 되고 있다. 이러한 상황에서 본고에서는 지역개발에 있어서 새로운 패러다임으로 부상하고 있는 지식도시를 정책대상으로서 우리나라의 현실에의 적용 가능성을 탐색하고자 했다. 우선 선행연구들을 통하여 지식도시 개념에 대하여 알아보고 선진지식도시 사례들을 분석했다. 그 대표적인 사례들이라고 할 수 있는 개별지식도시와 UNESCO창조도시네트워크, 가상지식도시를 대상으로 분석한 결과 이러한 지식도시가 새로운 지역개발 패러다임으로서 활용되기 위해서는 심도있는 연구가 필요하다는 것을 알 수 있었다. 연구결과 지식도시를 정책대상으로서 연구할 때 중요한 아젠다들로 지식자본, 지식근로자, 가상지식도시, 전략적 비전과 미래 지식도시 구축에 필요한 다른 요소들도 검토했다. 지식도시 구축에 있어서 특징적인 것은 선진지식도시들조차도 진행 중이라는 사실이다. 즉 이러한 연구 아젠다들은 새롭게 개발 가능하다는 것이다. 따라서 여기서 제시된 아젠다들은 정책결정자들로 하여금 정책대상으로 지식도시를 보다 구체적으로 인식하고 관심을 촉발시키는 것만으로도 크게 기여하게 될 것이다.
Abstract
Today knowledge is becoming the key strategic resource for economic growth and future prosperity. In this situation, we tried to explore the possibility to apply knowledge city, visualized as a paradigm of local development, to Korean local governments as a policy object. First, we sought to define the concept of knowledge city, and analyse the various cases. As representative cases, we approached individual knowledge city, UNESCO Creative Cities Network, and Cyber Knowledge City. As a result, the existing knowledge city' concept isn't concrete enough to apply to the reality of our local governments, so further study will be needed. The important research agendas of knowledge city are knowledge capital, knowledge worker, cyber knowledge city, and strategic vision, etc.. For each of the four themes we make summary reviews of the current research agendas and propose specific avenues as a guidance for future research. As knowledge city is not yet complete and is becoming, these agendas need to be developed according to the reality of our local governments. Therefore, they will be expected to attract considerable interest from city policy makers, so let them realize the importance of knowledge city.
