한국의 방과후 보육정책에 대한 발전방안 연구: 구성요소별 분석을 중심으로

현재 한국의 사회보장제는 아동수당 및 가족지원에 관한 부분이 전혀 없으며 보육 서비스가 사적부문에서 발전하여 왔기 때문에 공적부문의 필요성을 제시한 연구가 매우 부족한 실정이다. 본 연구 목적은 현행 한국 방과후 보육정책의 문제점을 살펴보고, 이를 개선 할 수 있는 현실적인 방안을 모색하는데 있다. 연구의 시간적인 범위는 방과후 보육정책이 국가 주도적으로 활발히 이루어지기 시작한 참여정부에서 현재까지이며 연구의 분석방법은 Gilbert와 Specht의 4가지 구성 요소를 적용하여 분석하였다. 방과후 보육정책의 현황을 사회적 할당, 전달체계, 사회적 급여, 소요재원에 대한 네 가지 구성요소별로 구분하여 분석한 후 도출한 발전방안을 제시하면 다음과 같다. 첫째, 방과후 아동교육의 공보육화의 확대와 수요자 중심의 보육정책이 이루어져야 한다. 둘째, 방과후 교육의 행정체계와 전담부서의 통일성이 필요하다. 셋째, 방과후 아동교육 관련법의 제․개정은 보육과 교육을 포괄할 수 있는 독립 법안이 마련되어야 한다. 넷째, 우선적으로 양적확대(시설)를 이루면서 질적(프로그램)인 향상을 가져올 수 있도록 양면이 동시에 실현되어야 한다. 다섯째, 방과후 아동교육시설 운영을 위한 적극적인 행․재정적 지원이 이루어져야하며, 이에 대한 홍보가 이루어지야 한다. 여섯째, 방과후 보육교사의 양성 및 자격제도가 정착되어야 한다. 마지막으로 방과후 아동보육정책의 평가가 이루어져 방과후 교육이 아동의 건전한 발달을 위한 보호를 하고, 모든 아동의 기본인권을 보장할 수 있도록 아동복지와 교육에 기여해야 할 것이다.
Abstract
Korea's social security has no study on the part of children's allowance and family support. And the need of public sector research is very lacking because it has grown from the study of child care services by private sector. The purpose of this study is to search the problems of the current policy of the after-school care, and try to seek practical ways to improve it. The time range of this study is from the after-school care policies began to actively participating lead by government to now. And the methods of this study is analysed by applying the application of 4 components of Gilbert & Specht. The status of after-school care policies are derived by four components: social assignment, delivery systems, social benefits and agitation revenue. After analyzing these four components, the development plan is shown as following. First, the expansion of after-school education of children and the care policies of the consumer should be focused. Second, it is necessity to unity the administrative system of after-school care and exclusive department. Third, the revision of law about after-school education must be arranged independent bill which including care and education. Fourth, after forming the quantitative expansion (facility), qualitatively (program) is also bring improvement, thus these two parts can be come true at the same time. Fifth, for the operation of after-school educational facilities of children, the financial support must be made and promoted. Sixth, the training of after-school care teacher and qualifications system should be established. Finally, the evaluation of after-school child care policy have been achieved. The education of after-school assure the protection for the child's healthy development and the fundamental human rights of all children to contribute child welfare and education.
