이 연구는 정책수단으로서 정보제공의 특징과 정보제공 유형론에 대하여 기술하고, 체육정책 분야에서의정보제공 수단과 그 유형에 대하여 분석한 후 체육정책 분야에서의 정보제공 수단 특징과 함의를 제시하는것이 목적이다. 이 연구에서는 정책수단으로서 정보제공 모형으로 전영한과 문명재의 강제성과 직접성을 활용한 정보제공 모형을 활용하였으며 연구대상 시기와 내용은 제3차국민체육진흥5개년계획 시기와 이명박정부시기의 정보제공으로 하였다. 결론적으로 체육정책수단으로서 정보제공은 직접규제, 간접유인 수단이 많이 활용되고 있으며 간접규제와 직접유인 수단은 상대적으로 적게 활용되고 있음을 볼 수 있다. 이 연구의 함의는첫째, 체육부문의 정보공개법에 대한 취지와 정보공개청구방법 등에 대한 교육이 이루어져야 하며, 문화체육관광부 체육국은 보다 국민 지향의 정보공개처리를 추진해야 할 것이다. 둘째, 체육관계법 제정 또는 개정 시국민의 알 권리와 국민의 편리를 추구하는 방향에서 정보제공 조항들이 삽입되도록 할 필요가 있다. 셋째, 체육정책수단으로서 직접유인형 정보제공이 미흡한 실정이지만 최근 체육정책홍보, 체육정책토론회 등이 활발해지고 있는 현실을 감안하여 보다 국민에게 다가가고 시의적절한 정보제공이 보다 확대되어야 할 것이다. 넷째, 간접유인형 정보제공의 경우에는 체육부처 관할단체에 정보제공의 실제적인 임무를 맡기더라도 대리비용이 증가하지 않도록 정보제공에 있어 기획과 주도적 관리를 지속적으로 해 나갈 필요가 있다.
Abstract
The purpose of this study is to describe feature of public information as policy instrument and public information typology, analyze public information instrument and it's typology of sport policy fields and provide implication on sports policy instrument application. As the results of the study, four implication were suggested. Public information as sports policy instrument go with the flow direct regulation and indirect incentives, have little indirect regulation and direct incentives relatively. In implication of this study, First, government need to education purpose of public information act and public information claim method in sport fields. Second, sport-related laws need to enact and revise public information clause in that the directions seek to nation's right to know and people's convenience. Third, public information of direct incentives as sports policy instrument have little, but government need to expand people accessibility and public information opportune in increment of public information as sport policy public relations, sport policy forum lately. Fourth, sport ministry give real authority of public information at affiliated organization in public information of indirect incentives as sports policy instrument, nevertheless government need to planning and leading management in order not to increase agency costs in provision public information.
