다면평가 운영에 대한 공무원 인식도 실증연구 :경상북도청을 중심으로

본 연구는 다면평가에 대해 그 대상이 되고 있는 공무원의 인식도 조사를 통하여 수행하였다. 다면평가 운영과 관련된 주요쟁점으로 다면평가제도에 대한 시행절차 및 세부내용, 다면평가 운영에 대한 종합적 인식, 평가방식의 수용성, 평가방식의 신뢰성, 평가자 구성의 합리성, 평가요소 및 자료의 적절성, 평가결과의 공개성, 평가결과의 활용성, 평가외적 요인 등을 고려하여 전개하였다. 이와 같은 다면평가 운영에 대한 쟁점들에 대해 경상북도 본청 공무원들의 전반적인 인식도를 조사하여 운영상의 이해수준과 문제점을 진단하고 이를 통해 정책적 시사점을 도출하였다.
Abstract
This study was conducted through survey on recognition level of public officials who were targeted of 360-degree feedback. In this study, as main issues which were relevant to 360-degree feedback operation, enforcement procedures about 360-degree feedback system, comprehensive recognition about 360-degree feedback operation, acceptability of evaluation method, reliability of evaluation method, suitability of organization of evaluators, suitability of evaluation factors and evaluation materials, publicity of evaluation result, utilization of evaluation result, evaluation external factors were examined. To find out the overall level of recognition about 360-degree feedback operation, public officials working for Gyeongsangbuk-do province office were selected for this study. Through the survey, problems and understanding of 360-degree feedback operation were found out and accordingly the way to solve the problem was examined.
