1997년의 외환위기 이후 세계적인 금융위기를 두 차례 더 겪으면서 국내 지역별 경제 회복 수준과 양상에 있어서 차이가 존재하였다. 이와 같은 경제위기에 따른 지역별 반응과 회복의 차이는 지역의 경제적 탄력성으로 설명할 수 있다. 이에 본 연구는 1990년부터 2015년 동안 발생한 세 차례의 경제위기 이후 지역별 고용자 수의 변화를 각각 표면상 무상관 회귀분석과 벡터오차수정모형을 활용하여 공학적 탄력성과 생태적 탄력성의 개념으로 나누어 분석하였다. 분석 결과, 공학적 탄력성 관점에서는 지역별로 경제위기에 대한 반응 수준의 차이가 존재하였으나, 회복 수준에 있어서는 지역 간 차이가 존재하지 않는 것으로 나타났다. 아울러, 생태적 탄력성 관점에서는 경제위기의 영향력이 지역경제에 지속적으로 부정적인 영향을 끼치는 이른바 이력현상을 확인하였다. 이러한 경향은 특히 제조업 비중이 높은 충청권에서 더 확연하게 드러났다.
Abstract
There are geographical differences in regional recovery and response the several economic crises since 1997. In this study, the concept of regional economic resilience is employed to explain the regional variation. The purpose of this study is to analyze the changes of the number of employees of 15 Korean regions for the period 1990-2015 based on the concept of economic resilience. From the engineering resilience perspective, the empirical results show that Korean regions show differences in the initial resistance to the economic crises, but not in recovery. In addition, this study also finds the negative hysteresis effect, which means the permanent effects of economic downturns from the ecological resilience concept. The hysteresis is more obvious in regions where the portion of manufacturing industry is higher than other regions.
