지방공공기관의 정태적･동태적 효율성 및 생산성 분석: 경남 지방보건소를 중심으로

본 연구에서는 경상남도 17개 지역보건소들의 효율성을 Super-SBM모형을 활용해 2013년단년도의 효율성을 정태적으로 측정하였으며, 시간의 변화에 따른 효율성의 변화추이를 분석하기 위해 2009년부터 2013년까지의 균형패널자료를 이용하여 Malmquist 생산성지수 변화율분석을 실시하였다. 먼저, 효율성의 정태적 분석결과 CCR모형의 기술효율성 전체평균은 88.25%로 나타났으며, 17개 보건소 중 10개소가 효율적인 것으로 평가되었다. 기술효율성의 비효율성은 주로 순기술효율성에 기인하는 바가 크다고 할 수 있다. 둘째, RTS의 경우 15개 보건소에서 규모수익체증을나타냈으며, 단 규모수익체감의 결과를 보인 보건소는 단 2곳에 불과한 것으로 나타났다. 셋째, 2009년부터 2013년까지의 5개년 4기에 걸친 생산성의 동태적 추세분석에서는 생산성지수의 변화율에서는 당해 기간 동안 연평균 2.5% 상승한 것으로 나타났으며, 생산성 지수의세부구성요소 모두에서 상승이 있는 것으로 나타났다. 즉, 기술효율성 변화율에서는 2.4%의 증가가, 기술변화율에서는 0.1%의 진보가, 순기술효율성 변화율에서는 0.67%의 증가가, 규모효율성 변화율에서는 1.72%의 증가가 있었다.
Abstract
This research aims to measure the efficiency of 17 local public health centers in Gyeongsang-Namdo of 2013 year and further evaluate their productivity growth during the period of 2009-2013, using the Super Slack Based Measure(Super SBM) and Malmquist Productivity Index(MPI). The results show that the average efficiency score of the 17 local public health centers in Gyongnam is 88.25%; and the primary reason got their inefficiency is Pure Technical Efficiency (PTE), rather than Scale Efficiency (SE). Second, according to this research, the annual productivity of the 17 local public health centers increased 2.5% and the efficiency of its all parts, including an annual technological change and an technical efficiency, also increased. Third, PTE increased at an annual rate of 0.67%, whereas SE showed an annual 1.72% growth.
