조례의 불균형은 청소년부모 가정이 처한 다중의 주변화(multidimensional marginalization)를 심화시키며, 형평성(equity)에 대한 의문을 제기한다. 이에 본 연구는 청소년부모 가정 지원 조례를 전수 조사하여 Coulter의 비형평성계수와 조정 수를 활용해 계량적으로 분석(quantitative analysis)하고, 조례의 주요 구성 요소를 범주화하여 질적으로 분석(qualitative analysis)하였다. 분석 결과, 일부 지역에서 조례가 미흡하거나 전혀 마련되지 않아 비형평성이 드러났으며, 제도적 소외가 없도록 조례 제정의 필요성이 확인되었다. 아울러 조례는 권리 보장, 지원 대상의 범위, 사업 내용의 다양성, 계획 수립 및 실태조사, 운영 체계의 구체성, 재정 확보 방안 등 구조적인 한계를 내포하고 있는 것으로 분석되었다. 향후 지역 간 제도적 공백을 해소하고, 실효성과 연계성을 기반으로 한 조례의 개선이 요구된다.
Abstract
The imbalance in ordinances exacerbates the multidimensional marginalization faced by adolescent parent families and raises concerns about equity. This study conducted a comprehensive survey of ordinances supporting adolescent parent families, applying Coulter’s inequity coefficient and adjustment score for quantitative analysis and categorizing key ordinance components for qualitative analysis. The results revealed that several regions have insufficient or absent ordinances, indicating inequity and underscoring the urgent need for ordinance enactment to prevent institutional marginalization. Additionally, the ordinances exhibited structural limitations, including insufficient rights protection, narrow beneficiary scope, limited program diversity, insufficient planning and monitoring, weak operational frameworks, and inadequate financial provisions. Future efforts should focus on closing institutional gaps across regions and enhancing ordinances based on effectiveness and coherence.
